The
defense of the nation and the defense of people's
interests in facing the world capitalist periodical
crisis, to enhance all factors of honorable patriotic
steadfastness
Communiqué of the Central Committee Meeting of the
Syrian Communist Party
The Central Committee of
the Syrian Communist Party held its periodical meeting,
chaired by its Secretary General the comrade '' Wisal
Farha Bagdash '' on 29 August 2008.
As discussing the
political condition, The Central Committee found that
the most important factor defining the main
characteristics of world policy, is the seriousness and
the aggravation of the crisis which the world capitalist
economy witnesses.
The space of this crisis
presently becomes wider to include all the countries of
the world, and which our party foretold with its early
happening; based on Marx's scientific analysis of the
orientations of the progress of world economy. This
crisis is no longer restricted in some branches of
economy, but it got expanded to all branches of world
economy; and it is sharply manifested in the financial
banking sector, and in productive great sectors engaged
in making assembled goods, for example the sector of
producing cars.
It is really the hardest
periodical crisis that the capitalist world witnessed
since the time 1929 – 1933, the essential reason for
making it much harder; it takes place in economies
depending on the economic liberal approach since the
eighties of the past century. The losses which the big
banks and fiscal institution lost in America and Europe
amounted up till now tens of milliard dollars, that is
to say, it exceeds the annual budget of some middle
developing countries. In spite of that, Bourgeoisie
theorists the most objective affirm that the current
crisis is still in its beginning and it will reach its
zenith in the year 2009.
This periodical economic
crisis in its comprehensiveness and depth and in the
economic collapses which happened and will happen,
indicate to the failure of the economic liberal approach
in the world. This approach was common in the recent
decades, and which was promoted to as a magic article to
most social – economic issues and as a main drive to
development. The events of the progress of world
capitalist economy indicates once again to the
validation of Marxist - Leninist analysis to the reality
of capitalist productive relations, and the sole
solution to all tragedies accompanied with the
capitalist productive system, lies in the social
possession of the productive means, in the centrally
planned economy which is concerned in improving the
national production for sake of producers, not the
interest of few tyrants of monopolizes.
And what aggravate the
negative affects of current the periodical crisis, being
accompanied by the sharp rise in the prices main food
materials; this rise resulted from enormous speculations
which happened in the world market, and toiling masses
bear its repercussions in different parts of the world
rather the whole peoples.
And whatever it has been
said about the reasons of the rise of food materials
prices, starting of bio-fuel production and the trouble
of some seasons reaching to the rise price of petroleum
materials. So, the original reason lies in the policy of
monopolies which are above the nationality controlling
over the main branches of production in the world.
Capitalist
monopolies and Imperialistic governments which they
represent try to overcome the repercussions of crisis in
different ways. In many cases, the government was
directly intervening till to internationalize the
bankrupted institutions. This way which was not used for
a long time, it is relatively re-used on a large scale,
and there is lot of examples about this as in Britain,
Switzerland, Germany, and Italy reaching to USA itself –
''the citadel of free Capitalism''. By this way, there
is an implicit confession with the failure of liberal
policies, and the return to the intervening expansionist
role of government for saving Capitalism.
Besides, there are
attempts to hold the main heavy burden resulting from
the crisis to the developing counties, including the
newly developed countries. And the right example about
it is what happened in the frame of World Trade
Organization, whether in the meetings of Doha or in the
recent meeting of this organization in Geneva. During
these meetings, there were attempts to impose measures
for destroying the production and growth in the main
economic branches in the developing counties and fast
growing countries (as China, India, and Brasilia), and
big western monopolies totally invade their markets.
However, these destroying attempts were met with refusal
and firm resistance by what's called Group Twenty in
World Trade Organization; and what led this organization
to a complete paralyzed condition. In the light of these
facts, the Central Committee is surprised that some
circles call on Syria to join to this paralyzed
organization; and the events demonstrated they were no
more than a tool that the Imperialistic centers try to
use them, for forcing the economies of developing
counties to their orders and the interests of their
monopolies.
Some Imperialistic
countries succeeded to swallow a tremendous part of
profits of petroleum countries and especially the
petroleum Arab countries; through out imposing huge
deals on them they don’t need them, and buying
airplanes, war ordnance and establishing projects the
western monopolies get high profits from them. And this
is what happened during the visits of two American
French presidents to some North Africa and Gulf
countries. Consequently, petroleum Arab countries
contributed once again to help Imperialistic centers to
lighten the extreme repercussions of the crisis which
they suffer from, and they prove how much they are
deeply faithful to the Imperialistic master the
protector of their thrones.
In addition to that,
excessive struggle is happening among Imperialistic
centers themselves for re – dividing the areas of
influence and exploitation. So, it comes in this context
the project of Union for the Mediterranean, which was
presented and being achieved by the current French
administration. This project which was in its initial
formula '' the Mediterranean Union '' implicitly
addressed against bitter brothers in the European
Community. But after tremendous protests from definitely
Germany, it took its present formula as a union joining
all countries of the European Community, as well as the
countries overlooking on the Mediterranean. But no
matter was the formula of project; it serves the World
Zionism interests, through out confirming Israel as a
main member in this union with the Arab countries
overlooking the Mediterranean. And the people who
prepared this project did not hide it. As one of its
masterminds declared that the project '' it's a present
to Israel ''. French foreign minister's declarations
took the same context. The Central Committee finds that
the project '' the Union for the sake the Mediterranean
'' is a colonial dangerous project, completing to the
project of the new big Middle East and paving the way to
fulfill it. The Central Committee noticed that the
constitutional declaration of '' the Union for the sake
of the Mediterranean '' did not clearly mention the
international legitimate resolutions, especially
resolutions of the Security Council (338 and 242), which
stipulate the complete withdrawal of the Israeli
occupation forces from the Arab occupied territories.
And terrorism was generally condemned without giving an
accurate definition to this concept.
As well as the political
and economic steps, the Imperialistic centers resorts to
the military threats and war risks, for reducing the
repercussions of the periodical crisis. In this
connection, the drive of threats against Iran continues
with different manners. The Imperialistic centers know
that the aggression on Iran will be a serious risk with
various results; they may cause terrible damages to the
Imperialistic centers themselves. And the drive against
Sudan is being fueled in the pretense of Darfur's events
in this immense area and rich with its natural wealth.
And they still continue to occupy Iraq and Afghanistan
in spite of the material and human losses, which the
resistants in these two countries caused the occupation
forces and their local traitors.
The last military crazy
risks, the American Imperialism did in total
coordination with the world Zionism, is the war made by
the agent Georgian rule on the south Ossetia. The
current Georgian government reached to the power by what
is known '' the colored revolution ''. It a new
innovation done in the rooms of American and Zionist
intelligence and departments to topple the inadvisable
regimes; and through out the complete western financing
and the adequate training to its striking people from
the Israeli and American charged bodies, and like other
from the subordinate countries. This style succeeded in
Georgia as it did in some countries which were ruled by
corruptive groups with no popular support. As a result,
some groups reached to the power, they are no less
corruptive than the previous groups, but they have an
absolute loyalty to America and Israel. It is like the
group of Michael Sakachivili in Georgia, he is a Jewish
Israeli and who holds the position of the minister of
defense. But the war of genocide that the agent group in
Georgia waged it, met a strong repulse and unexpected
from many people in the west.
The Russian army
practically smashed the forces of the Georgian
aggressors in five days. And this is what made the west
to rush to help its agents. In consequence, it was
reached to an agreement of six points; the west began to
abandon it the moment it thought that it could rescue
its Georgian agents, the representatives of great
Imperialistic countries stopped to approve the draft
resolution of the Security Council, based on these six
points which the Russian representative suggested. The
events happened in the area of Caucasus, and the
agreement for setting up what is called the America
rocket shield in Poland and Czech, and it is an evidence
that the Imperialistic aggression and the Zionist
conspiracy defined one of directions of the main attack
on Russia, for undermining the factor which hinders the
American unipolarism, the fear of the growing Russian
rival, and trying to make change in Russia by pushing
Comprador agent group to hold the power with all means
including the colored revolution, for forcing completely
it to the Imperialistic Zionist interests and looting
it, and with the possibility of dividing it into cantons
as happened in Yugoslavia. The Central Committee,
starting from its principled orientation in backing up
all movements opposed to the World Zionism and American
Imperialism, announces the support of Syrian communists
to the struggle of the two peoples '' South Ossetia ''
and '' Abkhazia '', for defending the existence in the
face of the genocide which the agent Georgian group
arranged. Therefore, it considers what the Russian
government did is the adequate repulse, for forcing the
Zionist American Imperialistic aggression in this vital
region. The Central Committee expresses its full support
to the stand which Mr. Bashar Al-Assad took, when he
condemned the Georgian aggression and supported the
Russian position; so this stand is principled and right,
and in favor of the Syrian patriotic steadfastness and
Arab patriotic liberation movement. Also, a similar
stand was taken by the majority of members of Shanghai
Organization summit, which held in the Tajikistani
capital '' Dushanbe '', so the leaders of these
countries felt; how much serious the offensive
expansionist policy of the American Imperialism was over
the region of Caucasus and the Central Africa. The
Central Committee renewed its support to the struggle of
all peoples and liberation movements, which face, by all
ways, the expansionist plans and Imperialistic
aggression hegemony. And the increasing protesting
movement against capital abusiveness and its attack on
the rights of toiling mass grew in many countries of the
world.
As discussing the Arab
condition, the Central Committee saw that the
announcement of American army withdrawal from Iraq came
because of the brave Iraqi patriotic resistance and the
refusal of the largest circles from the Iraqi people in
Iraq for the continuation of barbarian occupation. The
Central Committee alerted from the risks of American
Imperialistic conspiracies and its agents, addressed to
fix the American army in the form of permanent military
bases like Guantanmo in Cuba, that is to say, to
establish a series of bases violating designedly the
Iraqi national sovereignty; and being always a threat to
all peoples in the region. The Central Committee focused
on the importance of unifying the Iraqi lines in all its
sections, to evacuate thoroughly the Imperialistic
occupation forces and to establish a unified democratic
Iraq with its citizens having all the rights.
Moreover, the Central
Committee saw that Imperialistic Zionist conspiracy on
the Palestinian people is continued and takes various
forms, and what makes the conspiracy easy is the
Palestinian internal fighting. And what is being
promoted by Zionist and Imperialistic circles and Arab
Reactionism about the solution of the Palestinian Cause
within the frame of Annapolis Conference explains only
one thing; it is the destruction of the Palestinian
Cause in favor of the Zionism and Imperialism, and
compelling the Arab countries to regional group that the
American Imperialism and the Zionist Israel control it.
The right solution of the Palestinian Cause, in the
opinion of our party, embodies in the unity of all the
Palestinian national powers, for the return of the
Palestinian refugees to their land, and the liberation
of the occupied territories because of the aggression of
June 1967, and setting up the Palestinian national
government with full sovereignty.
The Central Committee
positively appreciated the improvement of Syrian –
Lebanese relations officially, and this was clearly
manifested in the successful visit which the Lebanese
president the Gen – Michel Suleiman paid to Syria,
invited by the president Bashar Al-assad. This visit and
the discussions made through it contribute enhancing the
brotherly ties between the two peoples of Syria and
Lebanon. It must be said that those who are talking
about the interference of Syria in Lebanon, worked and
work to transform Lebanon into a center of Imperialistic
conspiracy on Syria and all the liberation movement in
the region. However, their attempts are adequately
repulsed by the Lebanese patriotic powers which
absolutely reject to be Lebanon a passage or a staying
place for colonialism. The Central Committee confirmed
the principled Syrian national stand which Mr. President
Bashar Al-assad declared to the Russian press, before
his successful visit to Russia; he said that peace
process should be based on the international legitimate
resolutions, especially (242) of the Security Council
stipulating the return of all the Arab occupied
territories to its state in 1967. The Central Committee
finds that this national stand affirms the basis without
which the just peace can not be settled in our region.
Syria, by its national
stand which constitutes a cresset to the liberals in the
Arab world, is distinguished that it can successfully
challenge the plans of colonial hegemony and Zionism. As
well as, this honorable Syrian stand contributes to
strengthen the sites of world front opposed to
Imperialism.
The Central Committee
sees that it is necessary to enhance most factors of the
Syrian national steadfastness, and which the social –
economic factor comes first. So, the powerful policy
must be established on the strong economy; the
improvement of the living circumstances of popular
masses will increase its unity to adopt the resisting
method.
The Central Committee
noticed that the followed social – economic policies do
not meet this great national task. The appearances of
the inflationary stagnation increase in the Syrian
economy. And this is manifested in the shrink of big
branches; consistent with the decline of living standard
to all people, and we get in the end a big inflationary
rise in the prices. The reasons of this phenomenon lie
not only in the emergent factors related to the reality
of the world marked, but also in its deep roots of the
economic policy with the clear liberal feature.
This economic policy
which gives the priority not to main economic branches
is on the expense of essential productive branches
(Industry and
agriculture), and it meets the aspirations of new
Bourgeoisie in the big and fast profit on the expense of
the living standard to all toiling masses. And this is
manifested in most taken economic measures. Moreover,
the economic official mentioned their obvious and frank
negation to the social side in the economic process.
The applied economic
policy leads to a noticeable obstacle in industry, and
not only in the establishments of the state sector, but
also in the industrial private sector, which its
competitive capabilities diminished owing to the rise of
production costs relevant mainly to the energy and its
carriers. And it continue to transform the winning state
establishments into the private investment as the
department of containers in Lattakia and Tartous sea
ports, and the factory of concrete in Tartous. Besides,
it is clearly evident that some establishments of the
public sector are being closed, and most private
establishments with no productive feature are opened on
their places.
In addition, the policy
of economic government does not practically encourage
the agricultural production for the costs of production
or the prices of buying the strategic crops; these
prices which are less than the world prices, this was
what the government to have these crops, and it adopted
non - economic ways and far from the concept of market
economy which is promoted to.
In general, it becomes
clear that it is being taken the concept of market laws
in cases, which benefit the new bourgeoisie; and giving
up in cases benefiting the national production and the
huge masses of producers as in the agriculture. Our
party began to alert; it would be regrettable to import
the material of diesel partially, and wheat as well.
Syria achieved important steps in the recent decades for
the self – sufficiency rather surplus in the strategic
crops. By this, food security is fulfilled to our
country, since it has extraordinary significance in
strengthening the Syrian national steadfastness.
Therefore, the Central Committee perceives that it is
extremely important to take care of the agricultural
production, for restoring the factors of food security
what ever the costs are. So, the food security is a very
delicate issue unmeasured by the simple economic
calculations.
The Central
Committee alerts to what is promoted about project of
rising prices to agricultural production including
fertilizers' prices …etc, this will cause damage to not
only farmers, but also the nation and all citizens. The
Central Committee saw the necessity to take care for
supporting state bank net, and to stop the steps that
make the depositors leave these banks. In general, in
the field of the financial policy, it should be worked
to achieve the tax justice, through out holding the
basic burden of tax to those who make huge gains,
and to stop expanding the indirect taxes which increase
the burden of tax on the people with limited salary of
the toiling masses. The Central Committee announces its
objection to the project of value added taxes,
especially on materials of popular consumption, for it
brings dangers of lower standard of living to the
people, in addition to the danger of increasing
stagnation in the basic productive branches.
The Central Committee
sees that there is cancerous inflation in the non -
productive branches as the real estate speculation and
the services sector, which has nothing to do with the
life of people. This inflation happens on the expense of
the basic productive branches.
This situation will step
up the structural distortion of the national economy,
and it will widen the class attraction through out
increasing the inflation. And what the foreign
investment promotes to, does not go to the productive
sectors on the whole, but it is oriented specifically to
non productive sector, that is why it does not carry out
any benefit from the promotion, in the contrary it
increased the process of inflation. Also, the abstention
to direct the state investment to the material
productive sector increased the inflation process and
distortion of structural national economy. As we see now
the concern of giving the great projects to the foreign
holding companies, for an example the two projects of
high ways south – north and east – west, instead of
giving such projects to the governmental construction
companies which have its wide experience in this field.
The applied liberal
social – economic policies had also its negative social
reflections, as the increase of the actual unemployment,
the tremendous emigration which was witnessed in the
east – north and eastern areas, the spread dangers of
the social vices, that are organically related to the
low standard of living to the majority of people, in the
existence of outrageous richness of Comprador
Bourgeoisie and its results.
The methodical failure
which was realized by the economic liberal policy over
the world, and the failure of its prescriptions that
were applied locally to achieve any tangible progress in
the economic situation, but contrarily it needs to
radically reconsider it, and to adopt economic policies
that protect and develop the national production which
is closely related with the living standard's
improvement for the producers, including the workers,
the farmers, the handicrafts and the persons with little
earnings in the city and countryside, also the living
standard to all people with limited salary as the masses
of governmental employees. So, in this field the
Communist Party assured the necessity to take the
following steps as mentioned in the party's documents:
- Defend the national
production in all branches and sectors of national
economy, especially the backbone of this production –
the public sector, and meeting the social and living
demands of its employees, also emphasizing the strategic
dimension of the public sector, related with the
national cause and the social and political stability.
- Increase the volume of
the investments of the public sector to develop and
renew it, and creating new job opportunities. So, this
is the right way to struggle against economic stagnation
and unemployment.
- Connect wages with the
prices and raise the minimum of the wage to get equal to
minimum of the living costs, then finding a scientific
approach to define these costs, and to be practically
applied in connecting the wages with the prices.
- Seek to that sort of
economic reform which provides the protection of the
national production and make a continuous development
accompanied by raising the living standard to the
majority of people including the workers, farmers,
persons with little earnings and all government
employees.
- strike the sites of new
Bourgeoisie which its interests are organically
connected with the interests of world Imperialistic
monopolies, and aiming to increase looting the people.
- struggle against the
corruption and the main way in this field is
widening the circle of democratic freedoms to the
citizens and the press, where is no one above the
surveillance of the people. So, corruption is an
integration of the Bourgeoisie with the state body to
achieve the personal wealth.
- protect the
agricultural production and preserve the food security.
Work to keep developing the Syrian agriculture, meeting
the right demands of the toiling masses in the
countryside; especially by giving them the lucrative
prices to their crops in match with the production
costs. And encourage the cooperation definitely in the
field of marketing of agricultural materials, what helps
some of them not to be stagnant.
- Work to keep the
significant achievements carried out in many social
spheres; namely health and education, and protecting
them of what is called market laws, because the health
and education of the citizen are not goods to be
speculated by the new rich people.
- seek to meet the
demands of young boys and girls, especially in the
social field, and remove the serious obstacles which
stop making a good familial life.
The Central
Committee finds that these obvious and correct
achievable aims receive understanding and response from
the biggest popular masses. And Communists will work
side by side with most honorable patriots in our country
to carry out them. The Central Committee affirmed in
this context, it is very important to take care of the
demanding struggle in its different aspects and related
to the objective circumstances. It praised the party
organizations which made a remarkable progress in this
field.
In addition to
that, the Central Committee discussed the report of its
own agricultural bureau; and it focuses on starting to
apply the law of the arrangement of agricultural
relations and its effects in the life of country side
people, especially agricultural farmers and workers.
Besides, it
assured its fixed stand to carry out the great motto ''
the land is to who work in '', and it found out the
necessity to amend some articles of the law of
agricultural relations in this connection, especially
the two articles (106 – 110). And it addressed the
comrades and the active organizations in the countryside
areas, to adopt the just demands of the toiling farmers.
The Central
Committee listened to the report on the work of the
central bureaus, the activity of the political bureau
and the central secretary between the two meetings of
the Central Committee, and approved it. It discussed
some aspects of the activity of popular party; it took
the adequate resolution in this respect, focused on the
importance in the lines of women's masses and took care
of the social tasks in this field.
Thus, the
Central Committee ended the works of its periodical
meeting.

Glory for
Lebanese Patriot Valiant Resistance

Our disdainful people:
The brutal
Zionist aggression against Lebanon is entering its third
week, and Israeli war machine is destroying the
infrastructures and active constructions, bombing cities
and villages, ruining houses over its inhabitants,
stretching out horror and killing, in a frantic attempt
to realize the aim of Zionist government which is the
destruction of the patriot resistance and application of
the Zionist American-Francis resolution that was issued
by Security Council number 1559 including disarmament of
resistance and dismantle Lebanon of any capability of
blocking the permanent Zionist aggression, aiming to
submit Lebanon to the American-Zionist hegemony through
“a Peace Agreement” with Israel according to the
military superior and the unlimited supporting by
America and the weakness of many of the Arab governors
and some Lebanese pro-west forces.
Afterwards, to single out with steadfast Syria which is
considered an obstacle against the project of “The New
Great Middle East” and other colonist projects.
Despite
the Barbaric Israeli bombardment and the huge destroying
that it causes, the patriot valiant resistance has given
the Nazis of the age and the murderers of old, women and
children, hard lessons in the defense of the territory
and dignity, Lebanese people have offered hundreds of
martyrs and thousands of injured and the battles of Bent
Jbail and Maroon Elrass will be always an immortal tome
in the history of peoples fighting.
Steadfast
People:
The
criminal record of the Zionist racist state is full of
massacres since fourteens of last century and this was
and will stay its way to achieve its hegemony to realize
its targets starting from Dair Yaseen to Qabya and
Alhola, Kafar Qassem and Qana 1996 to the massacres of
Marwaheen and Qana 2006, the eagerness of Zionists to
blood expresses the fascist racial Zionist Ideology
which is related organic with Ameriacn Imperialist.
The
exceptional bravery and great sacrificing of Lebanese
patriot valiant resistance has obliged the government of
the Zionist enemy to withdraw its conditions to stop the
aggression and destroyed the Zionist and American
insolence...
The brave
resistance in Lebanon, Palestine and Iraq is not
defending only the Arab peoples and their homelands but
it is in the forefront of the world brave fighting
against the attempts of Zionist and American hegemony
and this resistance is receiving encouraging and
supporting by our people and all world fighting peoples.

Victory for Valiant Resistance
With a direct supporting and unlimited encouraging by the imperialist
sections, particularly the American imperialist, Zionist
Israel had launched a savage aggression against Lebanon
to revive the imperialist projects which is destroyed
daily on the steadfastness rock of Iraqi resistance, the
bravePalestinian resistance, and the Lebanese national
resistance which is
demonstrating today that it has the ability to attain a
new defeat to theseprojects as it did before…..
This barbaric aggression against Palestine and Lebanon, and what follows
it with killing and planned destroying to the low
constitutions, is a new fascist policy under the shadow
of a conniver international silence, and worse than
that, is the weakness of some Arab governors under
fragile arguments which evoke irony and disgust
because they actually became fear of the rising and
increasing of the Arab national liberty movement role.
It’s intelligible that this savage aggression, which is planned before,
is apart of “ the Creative Mess “ policy which the
American imperialist and the world Zionist try to push
the region to, for the reason to build their colonist
project “ the Great Middle East “ which is failing by
Syrian steadfastness and the valiant resistance in Iraq,
Palestine and Lebanon.
We, the communist parties in the Arab countries, announce our struggling
solidarity and supporting to the valiant resistance
forces in Palestine, Iraq and Lebanon. We call out the
Arab peoples to stand in disdain and firmness to quack
the earth under the thrones of weak and conspirators.
We see in the progress of Syrian opposition, a certain way to frustrate
those colonist projects, which is planned to our region,
as we call out our friends and all freedom forces in the
world to escalate the struggle in solidarity with the
fighting of our people against the American imperialist
and world Zionist.

Declaration
of the Syrian Communist Party.
Glory to the Heroic Palestinian Resistance!
Shame and humiliation on the collaborators!
To our steadfast people,
The Palestinian people in the occupied territories are
being subjected to a humanitarian disaster as a result
of the Zionist criminal escalation that has led to the
deaths of dozens, the destruction of the vital
infrastructure of electric power plants, bridges, roads
and homes of peaceful citizens on the excuse that this
is aimed at securing the release of a Zionist soldier
who was taken prisoner in a courageous operation carried
out by the Palestinian resistance.
This Zionist aggression against the Palestinian people
is not new. It has been a continuous reality since
the establishment of the rapacious Zionist entity, which
resulted in the uprooting and scattering of millions of
people, the seizure of the land, and the transformation
of the Palestinian territories into settlements and
military bases.
News agencies have reported the commanders of the
Israeli military establishment as saying that the
decision to invade the Ghazza district was taken weeks
before the Palestinian attack on Karam Salem (“Kerem
Shalom”) [in which the Israeli soldier was captured],
and Israel needed no excuse to commit a new crime in the
on-going series of its crimes in accordance with the
arrogant Zionist mentality that has taken form in
the context of expansionism and aggression.
As the Israeli blockade, destructive raids, and a
campaign to starve our people in occupied Palestine went
on for weeks, the western world was wrapped in a
suspicious silence over what was taking place in the
occupied territories. The leaders of western
countries and some Arab rulers worked to put pressure on
the Palestine Authority to release one Israeli
prisoner all the while Israeli prisons are bursting with
thousands of Palestinians, including hundreds of
children, women, elderly, and sick people.
This latest Israeli aggression follows a long blockade
of the Palestinian people that has failed. It
follows the failure of Israel’s attempt to stir up
internal discord and civil war among the Palestinians
with the aim of bringing down the popularly elected
government of Hamas. This was intended to create a
vacuum into which the Olmert government hoped to step
with its final plans of unilaterally drawing borders,
killing the spirit of struggle and resistance among the
Palestinians, and subjugating them completely to Israeli
control.
Steadfast people,
The attempts of American imperialist and Zionist circles
to take control of this region and plunder its natural
resources are obvious. It has become clear that
those circles are trying to perpetuate tension in our
region in order to fulfill their so-called “Greater
Middle East” plan. But that policy is meeting with
ever increasing resistance by our Arab people in
Palestine, Iraq, Syria and among the Lebanese patriotic
forces. Colonialist plans and ambitions have
suffered painful blows in Palestine and Iraq.
The peoples refuse to
submit to the butchers;the hungry will claw with sharp
nails at the flesh of those who surround and try to
exterminate them.
The Israel’s escalation, its policy of state terrorism,
and its violation of international law constitute a
dangerous and continuous threat to peace in the region
an the world. Yet this Israeli policy receives
unrestricted American cover and support militarily and
politically.
To stand up to the plans of imperialism and Zionism
requires vigilance on the part of the patriotic forces
and the Arab masses. They, together with the
forces of freedom in the world, take the side of the
victimized Palestinian people and against the racist
Zionist offensive and the leaders of the western
countries. Those leaders’ emotions and
humanitarian sentiments have been aroused for the sake
of one Zionist soldier yet they do not even bat an
eyelid when faced with the killing of thousands of
Palestinians and the destruction of their land and
possessions by the Israeli war machine.
Steadfastness is the only way to survive, and resistance
is the only way to regain stolen rights.
Glory to the heroic martyrs of the resistance!
Let us unite our efforts and our guns in the face of
racist Zionism!

A
communiqué on the convening of the 10th
Syrian Communist Party Congress
The 10th
Congress of SCP was held in Damascus from 9 until 12
November 2005 under three basic slogans:
“For a Free
Country and Triumphant People”
“For Defending the
Country and Defending Interests of the People”
“For a world
Anti-Imperialist Front”
The Congress was
decorated with SCP patriotic, class and International
slogans.
The Congress was
attended by (239) original delegates, (9) observers and
a number of guests. The Congress was also attended by
delegations from the brotherly and friendly parties: the
Palestinian Communist Party, Party of Italian
Communists, Communist Party of Brazil, Communist Party
of Greece, the Progressive Party of Working People in
Cyprus “AKEL”, the Jordanian Communist Workers Party,
Progressive Socialist Party in Morocco, the Turkish
Communist Party, the Marxists Leninists Lebanese
Communists Union and the Lebanese Communist Party.
The opening session was
held at the General Workers Union’s headquarters on
Wednesday 09/11/2005 at exactly 06 pm.
The Congress was opened
by plying the Syrian national anthem, followed by a
speech delivered by the Palestinian Communist Party’s
vice-General Secretary Dr Mahmmod Saada, then by a
speech delivered by Comrade Yacopo Veneir member of the
Italian Communist Party’s leadership, followed by a
speech delivered by Comrade Osama Adi member of the
Baath Arab Socialist Party’s leadership, after which the
SCP General Secretary Comrade Wisal Farha Bagdash
concluded the opening session by delivering a
comprehensive speech.
The opening session was
attended by a number of general secretaries of the
National Progressive Front’s member parties, some
cabinet ministers/MPs/ ambassadors of friendly countries
and a concourse of comrades and friends.
After receiving numerous
greeting telegrams and letters, the opening session was
concluded by playing the International anthem.
The Congress afterward
continued by electing the Congress Leadership body and
adopting the session management system and Congress
agenda, then the following committees were formed:

Bylaw Committee
c.Youth
Affairs Committee
d.
Woman’s Affairs Committee
e.
Workers and Trade Unions Committee
f.
Agricultural Affairs Committee
During the Congress, the
delegates discussed the submitted reports with a high
sense of responsibility aimed at activating SCP work at
all levels.
Group and individual
debates expressed solidarity with SCP policy based on
Marxist, Leninist and Proletarian Internationalism
principles that reflect the high patriotic spirit and
the true International character.
The conferees confirmed
their commitment to maintain SCP policies founded on the
following three fundamentals laid down by Comrade Khaled
Bagdash:

Cooperation with the Baath Arab Socialist Party and all
national progressive forces.
·
Manifest SCP independent character concerning matters of
principle and major political issues.
·
Support the demands of workers, peasants and all toiling
people.
The Congress also
confirmed that the answer to the increasing pressures
from American Imperialism and Zionist Israel lies
fundamentally in the national steadfastness at all
levels, and in shoring up especially the socioeconomic
ingredients of this especially by paying attention to
the issues vital to the masses and working class
including standard of living, tackle those issues,
expand freedoms and consolidate national unity.
The conferees emphasized
the big national slogan: “Syria will not kneel down” and
expressed their support for the opening speech delivered
by Comrade Wisal Farha Bagdash, SCP General Secretary.
The 10th SCP
Congress endorsed the political and economic reports
submitted to it and carefully discussed the reports
prepared by the created committees, and after
introducing some changes to those reports, the following
decisions were issued:
1-
A decision on the economic and social tasks to be
undertaken by the party in the current phase.
2-
A decision on the tasks of the National Liberation
Movement and current duties.
3-
A decision on labor and trade unions issues.
4-
A decision on major concerns of the youth.
5-
A decision on woman’s affairs.
6-
A decision on party expansion.
7-
A decision on preserving national heritage and
protecting the environment.
Afterwards, speeches
were delivered by the Congress’s communist and workers’
participating parties and greeting letters sent to the
Congress were read. Implementation of the Congress
agenda afterwards continued by electing the SCP higher
bodies: the SCP Central Committee and the Central
Control Committee by a secret vote. The Congress then
decided to send the following greeting letters and
telegrams:
1.
A telegram to President Bashar Al Assad, President of
the Syrian Arab Republic and Chairman of the National
Progressive Front.
2.
A letter to the families of the party and Homeland's
martyrs.
3.
A letters to our people in the occupied Golan.
4.
A greeting letter to the heroic Iraqi resistance.
5.
A greeting letter the heroic Palestinian Intifada.
6.
A letter of solidarity to the steadfast Palestinians
freedom fighters in Israeli prisons: Ahmad Saadaat,
Marwan al-Barghouti and their comrades.
7.
A letter of solidarity to the heroic Cuba.
8.
A letter of solidarity to the Democratic People's
Republic of Korea.
9.
A letter of solidarity to Venezuela.
The Congress also sent a
proclamation to the communist and workers parties all
over the world calling for increased global solidarity
with Syrian national steadfastness in the face of the
aggressive imperialist campaign.
The Congress was held in
a open democratic climate during which discussions were
conducted with the participation of over 150 delegates.
At the end of the
Congress, Comrade Wisal Farha Bagdash delivered the
closing speech to be followed by the International
anthem.
The Central Committee
elect afterwards held its first meeting and voted
unanimously Comrade Wisal Farha Bagdash as general
secretary.

Syria!
An
announcement by the Syrian Communist Party
To the
great Syrian people:
A new chapter
from the vast conspiracy against Syria has been opened
with the publication of the Mehlice Report about the
assassination of the former Lebanese Prime Minister
Rafiq al-Hariri.
Before the
publication of the report, a mad rubble-rousing
propaganda campaign well prepared in the conspiracy
kitchens in Tel Aviv, Washington and Paris was launched
against Syria combined with a programmed leaking of
information. Paris had become the capital of the neo
French orphans who fled their home land to be under the
wing of Jaque Shirak.
Drear
brothers and sisters,
The American
imperialism is ever more sinking in the Iraqi morass,
and it spares no effort in finding excuses and
justifications before the world public opinion and the
public opinion in its own backyard that opposes its
aggressive wars. The White House rulers tried to take
cover behind false slogans such as fighting global
terrorism, combating religious extremism and attempting
to establish a democratic civil society and “protecting
the democracy in Lebanon”.
The peoples
of the region however have realized that such dim
slogans hide countless conspiracies and greed for the
region’s wealth. Horrendous atrocities are being
committed in Iraq in the name of those slogans such as
the killing of women and children, demolition of
inhabited houses, burning of fields and plundering of
the country’s wealth and ancient human heritage. The
shameful crimes committed in Abu Ghraib, Guantanamo and
the detention centers in Afghanistan are all clear
examples of the sort of civilization America is bringing
to the region to set up its imperialist project: “the
Greater Middle East”.
The White
House rulers are faced with a rock solid steadfast Syria
standing firm in the way of achieving imperialist goals,
especially the opening of the Lebanon’s borders
impervious to Israeli plans thanks to the heroic
Lebanese national resistance, especially at times where
some Arabs are competing to normalize relations with
Israel.
Hence the
American Administration is claiming that Syria is
turning a blind eye to infiltrating into Iraq via the
Syria borders, which is a preposterous and stupid
accusation since the Syrian borders with Iraq are
intensively guarded by the occupying American forces.
The American forces in Iraq have suffered huge losses,
which drove them mad and caused the White House rulers
and their followers to be in a state of disequilibrium
and distraction and this prompted them to level all
kinds of charges against Syria to force it alter its
honorable patriotic course.
Hence the
insertion of Syria’s name into the Mehlice Report is a
form of conspiracy and a mean to apply more pressure on
Syria because it is nothing more than a piece of fiction
badly compiled in the Zionist kitchens, and as indicated
by many qualified jurists, this report is more of a
political statement void of any legal facts.
The Mehlice
Report refers to many possibilities including the
assumption of a hidden dispute, financial disagreements
and money laundering, which indicates that political
money may be behind the assassination.
Our people
realize that those in the White House and Tel Aviv who
throw accusations left and right are the top
professional assassination practioners who carried out
high profile political assassinations such as the
killing of John and Robert Kennedy, Isaac Rabin, Count
Folke Bernadotte, Martin Luther King, Olof Palme and
many others.
In those hard
times, we have no doubt whatsoever that our great nation
will triumph over this conspiracy weaved against our
country and this will be achieved by being united in
solidarity, consolidating our national unity and being
faithful to our great national history regardless of the
overt and concealed plots and conspiracies.
Our great
people who never yielded to a colonizer or a foreigner
know well that “It is easier to anger imperialism than
to please it”, and will continue to raise the slogan
“Syria will never kneel down”.

-Communiqué-
For consolidating national steadfastness and resisting
American Imperialist and Zionist pressures
The SCP Central Committee held its regular meeting on
September 16th 2005 under the chairmanship of
Comrade Wisal Farha Bagdash the General Secretary.
The Central Committee discussed the latest political
developments in the light of the aggravating tension
caused by the imperialist policies of the US
administration which is run by a gang of neo
conservative Zionists and this tension is evident in our
region due the American-Zionist plots intended to
restructure the middle East. According to the neo
conservative plans, Israel constitutes the core of what
is called the greater Middle East and in order to
achieve that goal they are trying to break countries of
the region into small pieces and turned them into a tiny
entities totally subordinate to the American-Zionist
imperial rule.
The invasion of Iraq, the attempts to set off strife in
Lebanon and destroy the heroic resistance in Palestine
and launch a mad media war against Syria are all part of
the said plot.
The current American administration that came up with
its new imperialist doctrine of “constructive chaos” is
behind what is going on in Lebanon: the confusion,
fueling of sectarian tension, calls for direct foreign
intervention and submission to foreign forces active
there. All the aforesaid demonstrates that the recent
wave of assassinations and the attempt to throw Lebanon
into a state of disarray is a realization of the plot
set by the constructive chaos theory creators, and this
would draw a very clear picture of who is profiting from
what is going on in Lebanon the brother of Syria.
The mad media campaign launched by the United States
against Syria in response to its honorable stance
compared to the overwhelming Arab defeatism is also a
factor in the aggravating tension in the region.
The American Secretary of State says that America will
apply continuous pressure on Syria, and the American
ambassador in Iraq threatened that his county will take
deterring measures against Syria including a possible
military action on the pretext of the infiltration of
some foreign fighters from the Syrian borders into Iraq.
It is obvious that such claims are blatant lies aimed at
covering the flagrant failure of occupation forces in
quelling the heroic Iraqi resistance and inability of
American imperialism to get out from the Iraqi swamp.
The catastrophic war in Iraq which turned the occupiers’
plans upside down, in addition to the natural disaster
that hit New Orleans and the Gulf of Mexico, which
demonstrated the powerlessness of the brutal American
imperialism in the face of nature’s anger created by the
barbaric destruction of the global environment at the
hands of that imperialism is a testimony that
imperialism is not that all mighty as it depicts itself.
On the other side of the equation, many national
liberation forces and parties across the world in
addition to prominent anti war figures and forces inside
the United States itself are standing firm in the face
of this imperialist aggression and people all over the
world are scoring notable triumphs in facing American
imperialism and defeating its evil plans.
The steadfastness of Cuba, Venezuela, North Korea,
Belarus, Syria and all forces of freedom and democracy
in the world represents a key factor in strengthening
trust of peoples of the world and escalating their
struggle against American domination.
The great success of the 16th World Festival
of Youth and Students held in Venezuela despite attempts
by American imperialism and its agents to sabotage it is
a shiny example that International solidarity and the
power of the people are stronger than imperialist
conspiracies and domination.
The SCP’s Central Committee in that context underlines
the importance of SCP slogan “For a Global
Anti-Imperialist Front”. The Central Committee believes
that in the midst of the difficult circumstances that
our country going through, all elements of national
steadfastness must be mobilized because steadfastness is
not simply a figurative duty but a solid reality as
shown by peoples of the world and as shown in the
contemporary Syrian history. This steadfastness requires
a firm stand and sense of purpose in the face of
imperialist intimidations. Thus our party is more
convinced of its well- known slogan: “It is easier to
anger imperialism than to please it”.
In order to consolidate our national steadfastness, the
pressing livelihood needs of the pillar of that
steadfastness: the working class that comprises laborers
and peasants and small earners must be satisfied. The
Central Committee holds that various well known circles
are trying to propagate certain liberal economic
formulas harmful to the ingredients of national
steadfastness under various excuses through which
bourgeois circles want to weaken Syria economically in
order to capture it politically.
The Syrian people can withstand and resist all
conspiracies and pressures by relying on the unity of
all national forces. Thus the working class must be
given more freedoms, their needs satisfied, their living
standard improved and their dignity and accomplishments
protected.
The Central Committee calls for more solidarity between
the people of our region to face American and Zionist
plans and invites all parties and national progressive
forces in the Arab World to boost their efforts in
backing up Syria’s steadfastness. The Central Committee
also calls upon those forces to support the heroic Iraqi
resistance in its battle against American occupation and
support the Palestinian people in its struggle to
liberate its land and establish an independent
Palestinian state with Jerusalem as its national
capital.
The Central Committee considers that the Israeli
withdrawal from Gaza came as a result of the sacrifices
provided by the Palestinian people and its heroic
resistance, and those people will not allow the Zionist
entity to turn the withdrawal into an excuse to
implement its criminal plans in the West Bank. The
Palestinian people will scale up its struggle till the
Zionist enemy’s withdrawal from the land occupied in the
1967 aggression. In commemoration of the massacres of
Sabra and Shatila, peoples of the Arab world expressed
their dejection and sorrow and condemn the action of
some Arab leaders who hasten to shake hand with the
butcher of Sabra and Shatila “Ariel Sharon”.
Turning to the domestic front, the Central Committee
observes that the working class in general and small
earners in particular are suffering hard from difficult
economic conditions and deteriorating living standards.
The assault against the social accomplishments achieved
by the struggle of the Syrian people such as free
medical care and education is continuing. In addition,
unemployment amongst the masses is on the rise causing
more social tension, which may be exploited by the
reactionary and dark forces.
In order to face the dangers besetting our country, the
Central Committee believes that major efforts should be
dedicated to improve living standard of the masses, curb
rising prices, increase salaries and wages to be
compatible with prices and constantly associate wages
with prices.
The Protection of the public sector, which is considered
the largest national asset and the main pillar of Syrian
economy, and the removal of all difficulties and
obstacles facing that sector is the cornerstone of
national steadfastness. Stimulating and supporting the
national industry must be the basis for supporting the
national economy instead of relying on foreign capital
and handing over lands to foreign companies under
slogans such as “tourism promotion” and others.
The Central Committee believes that the best way to
fight corruption is to strike at its main source
represented by the intrusive bureaucratic bourgeoisie
plundering, which requires giving more democratic
freedoms to the people in order to punish plunderers.
The Central Committee also believes that the
implementation of the liberal program (if done) will
constitute a new qualitative step in spreading
corruption and diversifying its forms via the entry of
foreign capital and the equivocated privatization
associated with fresh corruption and increased economic
hardship for all people.
The Central Committee has warned against what is being
propagated by certain circles in regard to increasing
prices of fuel under the pretence that this move will
curb fuel smuggling to neighboring countries. The
Central Committee believes that such step will add to
the country’s socio-economic problems by worsening
inflation and deepening recession and this will in turn
lead to deteriorated living standards. The masses must
not be punished for the failure of authorities to combat
fuel smuggling and wipe out high-profile smugglers.
The Central Committee discussed the new political party
law due to be passed soon and endorsed the key proposals
put forward by SCP in regard to that particular issue,
which are to be communicated to the National Progressive
Front’s Central Leadership.
The Central Committee examined the election results of
the organizations’ delegates to the 10th SCP
Congress and it observed that all party elections were
conducted in a democratic atmosphere with the presence
of representatives of the SCP Political Bureau and the
SCP Control Committee pursuant to the Bylaw and the list
made by the Central Committee and endorsed by it in its
meeting held on 29/1/2005.
The Central Committee discussed the preparations for the
10th SCP Congress and decided to convene it
on November 9th 2005 and endorsed its agenda.
The Central Committee thereby declares its meeting
concluded.

Towards
consolidating the national steadiness
The SCP’s central
committee held its periodic meeting on may 20th
2005, under the chairmanship of its General Secretary
comrade Wisal Farha Bagdash.
After reviewing the
political situation, the central committee got to the
point that the global situation is getting more tense
due to the aggressive policies of the world imperialism,
and to the American imperialism its striking force,
while the economic crisis is striking all the pillars of
the world imperialism, the imperialist powers are
striving to strengthen their hegemony over the whole
world, and to go on plundering the resources of world’s
peoples in order to sustain its capital monopolization
and the ruling oligarchy of the imperial countries.
To achieve its goals the
imperialism tries every possible way like military
attacks, and occupation, just like what happened in
Yugoslavia, Afghanistan and Iraq. Along with creating
the so-called “colored revolutions” like those in
several east European countries, Caucasus and Middle
Asia. Though the means differ but still the goal is the
same: creating inferior systems that are practically
subject to the imperialist dictation, and that
facilitate the comprehensive process of plunder of the
world’s peoples revenues.
This process continues
under the circumstances of aggravated conflicts between
the imperialist circles, while they all agree on
plundering the world’s nations revenues, and decreasing
the national sovereignty of the independent countries,
but still they disagree on the distribution of loot
among them, so they get into conflicts over the
positions of power and hegemony, along with inflaming
the so-called regional wars for the purpose of
re-dividing the world’s revenues, the so-called economic
wars are inflamed between the imperialist circles
specially the U.S.A. and western Europe, and lately
between the U.S.A. and Europe as a party and some of the
Asian developed countries as the other.
It’s getting more and
more obvious now, the role played by the Zionists in
planning and supervising the aggressive US policy. The
representatives of the Jewish monetary capital which
forms a significant part of the ruling American
oligarchy, and the major structure of the Neo-Cons; the
fascist oligarchy that defines the current American
policy. Moreover, Zionists are the founders, instructors
and financers of the so-called civil society
associations, which provide the propaganda and the
popular base for the so-called colored revolutions aimed
at establishing pro-imperialism puppet regimes under the
pretext of establishing pure democracy.
Meanwhile, the attack of
the capital monopoly gets wider on the rights and gains
of the laborers of the same imperialist circles. The
greed of the financial oligarchy is threatening the
social security system as a whole, the system that the
laborers achieved in the western countries through their
toilsome struggle, and thanks to the competitive systems
embodied by the Soviet Union and other socialist
countries. In these countries, even the smallest rights
considered to be axiomatic like free university
education and comprehensive health security are being
eliminated in theos imperialist circles.
Class struggle is flaring
all over the world. In spite of the collapse of their
regimes, the aggressed countries are showing escalation
of the fight against aggression, the Iraqi resistance
being the best example about that, hindering the
aggressive projects of imperialism, not only in our
region but all over the world as well, by fighting and
struggling against the occupiers and obliging them to
have a review for their behavior, manner and tactics.
There are also significant indication of the
resurrection of the resistance in Afghanistan and some
of middle Asian countries.
International liberation
movements in Latin America have already achieved great
success. Along with the liberation of heroic Cuba,
neighbouring the United States shore, which stands
invulnerable because of giving its country that sense of
honor and national dignity, and applying the principles
of social justice, there are also some other Latin
American countries that reject one way or another the
dictations of the U.S.A empire, and strive to walk on
the way of independent development like Bolivarian
Venezuela, giant Brazil, Argentina which is worn-out by
the IMF prescriptions, Uruguay and Paraguay.
There are positive
phenomena in eastern and southern Asian countries. The
national ruling Indian bourgeoisie supported by the
alliance of leftist groups is opening its way through,
away from the imperialist American decision. There is
also obvious contradiction between the great success
achieved by Malaysia and the IMF and World Bank
prescriptions meant vainly to be imposed on it, which
reflects the secret of Malaysia’s success story.
Regardless of all the
announcements about trying to create compromises and
bargains, contradictions between the U.S.A and China are
still accumulating not only in the field of economics,
but also in the fields of geopolitics, the united states
is trying create military bases all around china,
through the countries of middle Asia.
Strikes and protests in
the European countries are growing bigger, the latest
being the great and widespread demonstrations and
strikes in countries like Greece, Italy and France
against the monopolies and the countries supporting the
monopolizers of peoples’ rights, concerning the success
of Tony Blair and his party in winning the British
elections, it is taken as a result of two points: the
profits England acquired by participating in plundering
Iraq, which helped improve the periodical situation of
the British economy on one hand, and because the
conservative party, main competitor against Blair and
his party wasn’t less enthusiastic than the last about
America’s bloody war against Iraq.
One of the positive signs
the world witnessed was the Arab-south American
conference, which embodied the right way through which
independent countries must go defending their rights
together.
The basic task of the
world liberation movements is to increase interaction
among its different groups in their common struggle
against the world imperialism. Concerning this point the
central committee stresses the priority and actuality of
the slogan: “towards a world front against
imperialism”.
The Arab region is one of
the main arenas of the imperialist American policy. The
US policy in our region aims at dividing, not only the
Arab world, but also at dividing many of the Arab
countries themselves, because achieving this will help
the American imperialism fasten its grip on the region,
and because this will be a very important factor if
“establishing the Greater Middle East” led by Israel and
under the sponsorship of the U.S.A, which practically
means establishing the greater Zionists country.
As to accomplish this
dangerous imperialist-Zionist scenario, the American
imperialism doesn’t only wage that fierce attack against
the Arab liberation movement, and against the patriotic
regimes of the region, but practice demolition against
the regimes renowned for their traditional support to
imperialism as well. Therefore it’s in the best interest
of imperialism and Zionism to weaken the Arab countries
so that they can’t participate in any national battle,
and always be a follower and executer of the American
and Zionist orders. American and Zionist Imperialism
also strives at creating and inflaming confessional and
ethnic seditions into the Arab countries in particular
and the countries of the region in general.
The imperialist plans
collided with obstacles embodied by the great national
Iraqi resistance, in spite of the temporary success
achieved by the American occupiers and their allies by
occupying Iraq and plundering its revenues, but still we
can say that this heedless American adventure is
definitely going to be defeated. The central committee
extends its greeting to the resistance of our Iraqi
brothers against the loathsome occupiers, warning them
at the same time from the occupation plans symbolized by
inflaming several seditions in order to dissuade this
courageous people from its goal, which is achieving
complete independence ,throwing the occupiers out of its
country, and refusing any colonial stipulations.
The Central Committee
also salutes the resistance of the brave Palestinian
people who is clinging to its legitimate rights and
steadily struggling for them in spite of the violence
and savagery of the Zionist occupiers and the maneuvers
of the crawlers.
The Arab region witnessed
lately an increase in the colonial pressure on Syria,
such as issuing the decision 1559 that contradicts the
UN Charter, followed by the well-known incidents in
Lebanon that were evoked by the powers having thousands
of links with the colonial circles. The Central
Committee also expresses its support to the decision
made by the Syrian leadership to withdraw its military
troops out of the Lebanese territories and re-distribute
them in their natural positions inside the national
borders, stressing at the same time that the way and
mechanism for resisting the common aggression that’s
occupying Arab lands are rights related to the
sovereignty of the two allying countries with which the
world hegemony powers have nothing to do.
All the successive
incidents Lebanon witnessed prove the analysis made by
the historic leader of our party comrade Khaled Bagdash
by the end of the seventies of the past century,
explaining that: “using Lebanon for two main goals:
first exerting pressure upon Syria and subjugating it
one way or another, and second dividing Lebanon or
driving it, country and regime, to support the American
and Zionist plans in the region was always and still is
one of the most important goals of the American
imperialism and Zionism.”
Indeed, this is exactly
what the reactionary and non patriotic elements look
forward to represented by the new feudalism, most of
whom being the descents of the same old feudalist
system, the nouveau riche, war profiteers who represent
the political comprador tycoons, who comply to the
orders of the foreign high commissioners to whom they
are related with traditional or new-fashioned submission
relations, trading all the values of national dignity
while rushing towards the foreigners. Under this
demagogic and fierce attack the national Lebanese
elements are facing the mission of defending the
sovereignty, and save the pride Lebanon from being
neither a pathway nor a destination for the
colonialists, also struggling for the real democracy
free from confessional stench and political money.
Arab Syria’s steadiness
is one of the main factors that would block the
imperialist and Zionist plans in this region. Here comes
the greediness of the colonialist elements over the
national steadiness of Syria, and using all the possible
ways to subjugate Syria. Here are the American threats,
Israeli provocation, blackmailing of the Arab leaders
followers of the US, and the suspected movements of the
internal reactionism along with the fierce campaigns
against Syria in the fields of politics, mass media and
economy.
These critical
circumstances our country is witnessing require
reinforcing all the factors of steadiness, national
unity being the most important, through fulfilling the
needs of our people who represent the main cornerstone
of national steadiness, especially that we have the
potential both physical and moral.
In these circumstances,
defending the national production and the public sector
being the backbone of this national economy, occupies a
very important position, along with the economic and
social dimensions. Concerning this specific point the
SCP warns against the risk of applying the new
liberalist prescriptions, which are meant to be
represented under the name of “market economy”, for the
main goals of these prescriptions are to destroy the
national economy, achieve gradual privatization of the
public sector, decrease the social function of the
government and open the national economy for foreign
monopolies and their allies among the classical
bourgeoisie, all for the purpose of wearing away our
country economically and then politically.
The SCP believes that the
best way to develop our national economy lies in
protecting and developing the national production,
increasing the investments of the state, clearing it of
the bourgeois and bureaucratic elements and fulfilling
the needs of farmers and small income groups.
Encouraging, protecting the productive national capital,
restraining the phenomenon of price increase and
insuring an appropriate salary for the employees on the
basis of linking salaries to prices.
On the socio-political
level, the SCP stresses the demands it has already
raised and is still raising in terms of expanding the
democratic freedoms, the most important of which being:
1.
canceling the Martial Laws and respecting the rule of
law.
2.
issuing a law for parties that should organize their
activities in accordance with the national priorities.
3.
developing the press law towards becoming more
democratic.
4.
giving the judiciary system more autonomy and the
immunity guaranteed by law.
5.
increasing the role of institutions in the public
aspects of life, such like the People’s Assembly and
local administration.
6.
activating the role of popular and mass organizations
specially the monitoring and demanding functions, such
as the laborers’ syndicates and professional unions.
7.
admitting the cultural rights of the Kurds and other
ethnic minorities, through teaching their languages and
issuing publications in their mother tongue.
8.
fostering fraternity and consolidating national unity
among all the Syrians, and giving the rights of
citizenship to all the inhabitants of our country, and
trying to cancel all negative results of the
extraordinary statistics made in Hasakeh by the
reactionary feudal circles during the rule of separatist
government in 1962.
9.
achieving the real gender equality in all aspects of
life, as a first step towards canceling all the
discriminatory provisions against women in the Personal
Law.
The committee underlined
the fact that there has been recently some trials to
demolish the alliance among the parties of the National
Progressive Front. Such trials, regardless of the signs
behind which they hide, aim at putting an end to the
cooperation among the parties that agree on the priority
of national steadiness, in order to get rid of this
steadiness. Worth mentioning that these forces calling
for striking the national alliance all strive for
creating their own alliances out of yesterdays leftists,
the reactionaries that take religion as a cover along
with the modernized liberalism, in order to achieve
their goal which is changing the current situation to
make it more appropriate for the colonialist plans.
The Committee stresses
the importance of solidarity among all the national
groups of our country, for the purpose of defending the
sovereignty and dignity of our beloved country, our
slogan has always been: Syria will not kneel!
The Committee also went
through the draft of the economic report presented by
the Central Economic Office to the tenth Party
conference, and ratified it after making some
amendments.
The Committee studied the
preparations for the tenth conference and the outputs of
the Party’ regional conferences that accomplished their
duties. The Central Committee also praised the high
spirits our comrades have and, their resolution to get
into all the national and class struggle for a free
country and a happy people. The regional conferences
also reflected the comrades’ understanding and belief in
the party’s fundamental policy.
The Committee studied as
well some organizational issues and made the appropriate
decisions.

Communiqué
The SCP
Central Committee held its regular meeting on January 29th
2005 under the chairmanship of Comrade Wisal Farha
Bagdash the General Secretary attended by members of the
Party’s supervision committee.
After
reviewing the current political situation, the Central
Committee pointed out to the aggravating global
situation as a result of the imperialistic American
policies targeting many parts of the world. The Central
Committee indicated that the Zionist political circles
play a key role in designing those aggressive policies
given that Zionism, which is the vanguard of Jewish
capitalism, is a vital component of the ruling American
capitalist gang, and that the current American
administration is totally controlled by the brutal
Zionist machine.
The
Central Committee also observed that Zionism now
actually controls the natural resources and capacities
of many nations all around the world, which was always
the primary goal of this racist reactionary movement
which was also the driving force behind the fall of the
Soviet Union and the plundering of its strategic
resources.
The
outcome of the recent American presidential elections
reveals the serious flaw in the so-called “western
democracy”, given that such a mindless and rash figure
has been reelected president of the most powerful
country in the world. It is obvious that the factors
determining the winner in such political system are not
the capacity, competence or credentials of any given
candidate but rather the amount of cash spent on his
election campaign and how much powerful those circles
who back him are. The man who claimed victory in Capitol
Hill was not George W Bush the political figure but
George W Bush the representative of American oil and
military cartels. In fact, the whole Bush dynasty is the
spawn of those cartels and has been always representing
their interests, which explains the growing American
hostility aimed at subjecting people of the world to
American domination. The US, thanks to the current
administration, is not only in quarrel with freedom
fighters and the free and independent nations in the
world and their people but it has been also becoming
increasingly inharmonious with many capitalist circles
in Europe and South East Asia.
Contradictions within global imperialist circles has
intensified leading to incessant frictions between them
that range from economic wars and conspiracies to
fueling ethnic tensions disputes and even civil wars in
conflict areas and sometimes waging full-scale wars, as
it was the case in the former Yugoslavia, and the
renewed scenarios in Africa, Caucasus Caspian Sea and
other parts of the world. The immoral war waged on Iraq
by America and its allies was the latest episode in the
bloody scenario drawn in collaboration with Zionism to
inaugurate their bloody criminal history into the 21st
century.
The
bloody imperialist American policy is nevertheless
facing a growing resistance inside and outside the US.
The anti-war lobby, which opposes Zionist dominated
American policies, is making its voice heard, and many
western governments who passionately took part in that
criminal war on Iraq are facing increasing anger from
their own people, which forced many governments either
to resign under public pressure, pull their troops out
of Iraq or announce that they will do so to avoid rising
public discontent of this outrageous imperialist war
with its phony justifications shamelessly exposed.
The
circle of discontent of this mad war is widening inside
the US itself as the number of American servicemen
coming home in coffins increases. Moreover, the American
economy has been seriously affected by the enormous cost
of this war which weakened its competitiveness compared
with other global economies. The American economy was
not in its finest shapes even before this war, but its
structural crisis has been further shaken to the extent
that many insightful American politicians are calling
for the end of this war and the complete pullout of
troops from the Iraqi morass, and even the imperialist
connoisseurs say that the outcome of the war will have
serious repercussions on the global scene for one or two
decays to come, which shows that the current
administration has even made a growing number of
monopolist circles feel uneasy about the war. However,
the most radical elements in this ruling imperialist
reactionary gang is insisting on this line of action
despite the growing criticism over such reckless
expansionist policies, and this was reflected in George
Bush’s inaugural speech, which was delivered in Masonic
lodge congregation-like atmosphere, during which he
pledged to pursue the same policy of supremacy and
domination over the world disguised by a snake oil mask
of “struggle against oppression” and other phony slogans
compiled to justify imposing American imperialist
tyranny over the world.
The
current administration has resurrected, due to the
immense cost of military intervention, what is called
“the democratic means”, which is another phony rhetoric
hiding America’s real intentions aimed at imposing
imperialist supremacy by the export of velvet
revolutions generously financed by various imperialist
powers to install regimes totally submissive to
imperialist domination in a comprador-like pattern. This
plot of course shall be facilitated by the “civil
society” approach, which implies never-ending ties with
the global imperialist corporations. The term “civil
society” and its institutions, practices and advocates
utterly clash with the concepts of national sovereignty
and genuine democracy, which essentially means free
choice of people to determine their own destiny and
course of development away from the influence of global
imperialist tyrannical powers. The world’s progressive
and revolutionary powers and political parties should
therefore join forces to mobilize the public opinion and
people in their countries to defy al aspects of
imperialist expansionism.
The
global anti-imperialist campaign is gathering momentum
by the day, which was evident recently in the mass
protests against the “Davos” lodge of the world’s
biggest plunderers. The anti-imperialist slogans are
increasingly accompanied by pro-socialist ones, which
indicates that the people of the world know what is
really going on since the disappearance of the socialist
block. Moreover, there is an ever-increasing unstated
discontent over the growing Zionist influence in many
parts of the world.
The
primary task on the global front now as Syrian
communists see it is the continuation of struggle to
consolidate the form and consolidate the Global
Anti-imperialism Front. It is obvious that the first and
vital step to realize the desired goals would be to form
an anti-imperialism front on the national level given
that such fronts in countries like Syria, Brazil, India,
Venezuela, Belarus and recently Uruguay made substantial
success in confronting imperialist domination and
preserving national sovereignty.
Upon
examining the situation in the Arab World in general and
the Middle East in particular, the Central Committee
observed that the current course of events attested SCP
forecast on the rise of mass Arab liberation movements,
with the heroic Iraqi resistance against the imperialist
Anglo-Saxon led occupation forces as a glaring example.
This gallant resistance inflicted heavy loses on the
occupiers and held back their attempts to extend their
aggression, to the extent that their chief concern
became to save face while dragging themselves out of the
Iraqi morass. It is clear that the Iraqi elections were
nothing but a desperate attempt to legitimatize the
current grave situation and it is also clear that those
attempts are doomed to failure because even some
American politicians acknowledge that failing to achieve
some sort of triumph over the resistance is in itself a
defeat.
The
Central Committee also observed that after the recent
changes in the Palestinian leadership attempts are
underway to revive the Road Map. The Central Committee
believes that the only way forward for the Palestinian
national struggle is to effectuate the legitimate rights
of Palestinian people of creating the fully independent
and sovereign Palestinian state with East Jerusalem its
capital and securing the right of return for Palestinian
refugees. The Central Committee saluted the Palestinian
freedom fighters kept in Israeli prisons and the
courageous strivers confronting Israeli occupation.
The
Central Committee condemned the various pressures put by
the Imperialist and Zionist circles on Syria and Lebanon
being the few remaining Arab countries still pursuing
their firm patriotic line defying imperialist domination
over the Arab World. The last episode in this series of
imperialist pressure was the 1559 UN Security Council
resolution and its subsequent measures that can be only
labeled as an illegal and outrageous interference in the
internal affairs of two sovereign countries that are
amongst the founding members of the UN and amongst the
original signatories of its charter, which prohibits
this international institution from interfering in the
internal affairs of member countries.
The
imperialist circles, backed with an active Zionist
involvement, are trying to undermine the close
Syrian-Lebanese relationship and push for the pullout of
Syrian troops from Lebanon. It is well known that the
Syrian military presence in Lebanon is a legitimate one
meant to maintain peace in the region and preserve
national security in both countries from Israeli
aggressive and expansionist policies, which has plenty
of precedents of aggression against both Lebanon and
Syria. Moreover, the Syrian military presence is
governed by bilateral agreements between two sovereign
brotherly countries.
The
aggressive circles rely on fueling sectarian tension in
Lebanon in order to further pressurize the
Syrian-Lebanese solid alliance, and they resort to
supporting war lords and tycoons and reactionary forces
and fuel their mad ambitions of total control over
Lebanon. Those forces are totally dominated by western
powers and they receive direct orders from foreign
ambassadors and at the same time make hostile assaults
on any form of cooperation between Syria and Lebanon.
Those hostile reactionary circles want the forthcoming
Lebanese parliamentary elections to turn into campaign
to form a council for prominent sectarian group leaders
emptying this democratic process from its intended goal.
The SCP therefore highly values the “country above
sectarianism” slogan raised by the LCP.
The
Central Committee pointed out to the shameful situation
in most Arab countries, which is even worst than that
prevailed back in the retrogression era. Arab leaders
tend now to speak a language different from that of
their people, and some Arab regimes are flagrantly
competing to please the imperialist Americans and even
the Zionist enemy itself. Those regimes are competing to
prove each one’s capacity to be the ideal gateway for
imperialist and Zionist plots and try to achieve this
goal by means of misguidance, deception, delusion and
exaggeration in order to alert against phony threats
invented in Western intelligence departments. Those
circles also try always to undermine any form of Arab
cooperation that may lead to Arab economic integration,
development and progress. The recent example of these
never-ending attempts was the Queens Protocol which
aimed at securing imperialist-Zionist penetration of
Arab economies and undermining any future Arab potential
economic integration, especially after the expanded
horizons created by GAFTA. However, all signs indicate
that public anger against those regimes is mounting and
that any sparkle could trigger a volcano of rage against
imperialists and their tools.
The
Central Committee highly valued Syria’s firm stand and
reaffirmed SCP’s total support in the face of increasing
pressure and threats and expressed that it firmly stands
by Syria’s foreign policy aimed at forming an alliance
to deal with the huge challenges ahead and effectively
confronting outside pressures. In this context, the
Central Committee highly valued the recent state visit
of President Bashar Assad to Russia and saw that
Syrian-Russian rapprochement will have positive results
since both countries have similar interests in various
fields. Moreover, this visit will reinforce the
geopolitical stand of both countries and help Syria’s
struggle against imperialist and Zionist threats. The
visit will have also many useful economic results as a
result of the remarkable deed by Russia to relive Syria
from the major part of its debts to Russia. The Central
Committee stressed that it is highly significant to
consider seriously what a number of Russian official
said about the importance of unhurriedly pursue the
economic transformation process and that the Russian
experience in this field shall be taken into
consideration.
The
Central Committee pointed out to the advantages of
developing relations with Latin American countries
pursuing their nations’ freedom from imperialist
domination such as Cuba, Brazil and Venezuela, and also
many countries in the world such as China, Iran and
others.
The
Central Committee also highly valued the outcome of the
meeting held between President Bashar Assad, Chairman of
the National Progressive Front, and Comrade Wisal Farha
Bagdash Gen. Secretary of the SCP and the SCP Political
Bureau. The Central Committee stressed that the frank
dialogue between comrades and alliances standing in the
same front line is the optimum way to fulfill our
people’s aspirations and reinforce public unity.
The
Central Committee upon reflecting on the economic
situation stressed what the Gen. Secretary Comrade Wisal
stated that a solid policy requires a solid economy.
This country is experiencing a fierce struggle in that
field between representatives of the comprador-like
neo-bourgeoisie who yearn for full openness or the
so-called economic liberalization, which is based on the
privatization of the private sector and open the door
wide open to foreign capital and abolish any state
economic role and eliminate social role of the state. It
is obvious that those calls take cover behind shiny
posters that tell about activating economic performance
and place a shaky economic basis that is meant to be the
application of the market economy cliché.
The
Central Committee, alongside a wide-range of national
powers and progressive thinkers warns against the
dangerous repercussions of trying to force such foreign
prescriptions, since recent examples show that most
countries who tried to do so lost their national
economic decision-making capacity to the advantage of
foreign cartels which led to the decline of national
production, weakening of social stability due to the
sharp class polarization, which led to mass poverty,
disappearance of the productive middleclass, and
national bourgeoisie eventually losing its economic
status for the advantage of the comprador
neo-bourgeoisie (organically attached to foreign
cartels) which firmly tightened its grip on its
country’s wealth.
The
Central Committee stressed that the best possible way to
develop our national economy is to protect and develop
national production and safeguard the pubic sector,
which is the socio-economic political foundation of our
country.
The
public sector has to be refined from all corrupt and
harmful elements in order to be competent and effective,
but this process is not being conducted unfortunately in
a way to fulfill public aspirations. It is also vital to
establish the rights of basic producers, workers,
farmers, and low-income people and protect their
interests and even protect the national bourgeoisie
against the neo-bourgeoisie offensive.
The
Central Committee also indicated that attempts to hide
economic liberalization calls behind the disguise of
market economy is nothing but hypocritical approach
since the measures to be taken to realize those goals or
only laws of the jungle. The market economy exists in
our country as it does in many parts of the world and
has been so for a long time. The market economy also
existed in the socialist bloc, and as long as national
production is being traded in the form of goods by means
of sell and by, this means that market economy actually
exists, and the SCP calls to maintain the state
socio-economic role to protect national production and
producers’ interest.
The
Central Committee also reflected on the new laws and
legislations passed recently which will have a deep
effect on the livelihood of a large proportion of the
society such as the Fundamental Law for State Workers
and the Law of Agricultural Relations. The central
Committee praised the communist MPs in their constant
defense of people’s rights and expressed its
dissatisfaction of the new formula of Agricultural
Relations Law, especially the provisions implying a
radical change in the owner-farmer relationship, which
seriously harm rights of farmers obtained after a long a
hard struggle assisted by all the progressive powers in
the country especially communists and Baathists and
called for removing this law’s negative aspects.
The
Central Committee also discussed the SCP popular
activities especially those conducted by the SCP’s
various organizations on the occasion of the 80th
anniversary of the Party’s formation, culminated with
the central mass gathering held at Al Faihaa court in
Damascus. The said activities were an appropriate
opportunity for Syrian communists to widen the scope of
intercommunication with the public in maintaining
Syria’s firm national stand. The Central Committee
expressed its deep appreciation and gratitude to all
comrades, friends and the Party and mass organizations
for their effective contribution in making this event a
success.
The
Central Committee studied and endorsed the report on the
Party’s various bodies and central bureaus.
The
last point on the agenda was studying the preparations
for the SCP 10th Congress, and after some
discussions, the congress’s candidate list was endorsed
and makeup of preparative committees approved.
The
Central Committee observed that the SCP 10th
Congress will be a milestone in the SCP struggle to
defend the country sovereignty and people’s livelihood.
The
Syrian communists would like to seize this opportunity
to vow to spare no effort in order to realize those
noble goals.

The Central
Committee of the Syrian Communist Party held an extended
meeting on September 11th 2004 under the
chairmanship of its General Secretary Comrade Wisal
Farha Bagdash. Committee members and candidates, members
of the Party’s Supervision Committee and the districts’
Committee Secretaries attended the meeting.
After
reviewing the current political situation, the Central
Committee observed that the global atmosphere is more
tense due to the aggressive and expansionist policies of
imperialist powers, especially the US, towards nations
of the world, not merely for the purpose of subjecting
people of those nations to imperialist political
control, or plundering their wealth, but to resurrect
colonialism in its ugliest form.
The
imperialist approach towards the world, after the
disintegration of the Soviet Union (as the deterrent of
imperialist aggression), took the form of nonstop
aggressive military campaigns and sometimes full-scale
wars, which prompted analysts to describe the current
global atmosphere as World War IV.
And in order
to strengthen their grip on the rest of the world,
imperialist circles, either directly or through their
tools (IMF, WB, WTO), are imposing socio-economic
conditions to pursue liberal economic policies in order
to open those countries’ economies to plundering by
foreign monopolies, and to abolish role of the state
altogether or at least weakening its socio-economic
domain to the utmost.
The first
step in that direction would be to privatize the public
sector, which is the ultimate shield able to withstand
that full-scale imperialist plundering. Privatization is
the leash that strangles people, and the mean to destroy
all independent systems. It’s a well-known fact that
privatization and socio-economic devastation are two
flips of the same coin, as it is the case in many
countries in South America, Asia and Eastern Europe.
Liberal
economic policies imply squeezing the people of a
particular country into a whirlpool of poverty and
submission.
Contradictions within imperialist circles has
intensified, and although they have a common agenda of
never-ending plundering of people of the world, they
disagree on how to share out the loot, which leads to
incessant frictions between those circles ranging from
economic wars and conspiracies to fueling ethnic
tensions, disputes in conflict areas, civil wars and
even waging full-scale wars. Ordinary people are the
first victims of this conflict of interests between
imperialist powers, who often just move the strings and
use others as tools to get even with each other as shown
in many parts of the world especially in Africa. When
the loot is bigger however, direct military intervention
is the answer: as in the Balkan and currently in Iraq,
and the current threats against Iran, Sudan and Syria
are also in that line.
And in order
to find moral justifications to its aggressive wars,
especially for public opinion in its own backyards,
imperialist powers use phony slogans like: “war on
terrorism” and “establishing free and democratic civil
society on the ruins of authoritarian regimes” as
pretexts for aggression against sovereign countries. The
world’s public opinion however at last realized that
behind those worn-out placards lies the ugliest form of
terrorism and authoritarianism; foreign occupation.
The recent
shocking scenes from places like Abo Ghurayb, Guantanamo
and Afghanistan are flagrant examples exposing the true
face of the new imperialist “civilization” intended to
be imposed on the rest of the world. Those scenes are
nothing but reproduction of “Auschwitz”, “Buchenwald”
and “majdanek”.
Another dirty
instrument inspired by Hitler’s legacy and used by
contemporary Imperialism is racism. This aggressive
racist approach was enhanced even further after the
organic integration between Zionism and Imperialism. The
heralds of today’s aggressive “crusades” state
unequivocally that their prime target are (after
conquering Soviets and Communists) Arabs and Muslims
since a bitter enemy is needed by Imperialists to
consolidate unity of their own fragile societies.
The SCP
predicted since the fall of the Soviet Union that
imperialist wild ambitions to get hold of the strategic
oil resources will result in more wars.
Today is the
3rd anniversary of the grand puzzle;
September the 11th, and it is now obvious
more than ever who is the sole beneficiary from those
tragic events. That inauspicious date marked the
beginning of a new episode of American aggressive
escalation through which American Imperialism plans to
attain full military control over the Arab Mashrek,
Caucasus and Middle Asia in order to reinforce its
dominant position amongst its avaricious partners who
all strive to strip the region and its people from their
natural resources.
In doing so,
America turns a blind eye to the hundreds of thousands
of victims and total destruction left behind as a direct
result of its policies.
And since
those modern-age barbarians are not deterred by either
supplication or cries of conscious, struggle and
resistance will only defeat them.
One of the
most vivid examples of the conflict between imperialist
powers is the tense situation in Russia. It is clear for
American Imperialist heralds, especially Zionists, that,
irrespective of Russia’s orientation, the Russian
political establishment constitutes a constant threat to
American expansionist ambitions. Therefore, America is
aiming to weaken Russia and shake its stability through
employing its tools, namely “CIA” and “Mossad”, in the
Caucasus region.
The ultimate
goals of American Imperialism are to:

Deplete Russia’s capabilities.
-
Control its huge oil resources.
-
Enable Zionist monopolies to penetrate Russian economy
in order to control its basic economic sectors.
-
Destabilize Russia’s social structure through inciting
sectarian and ethnic hatred.
And as one
Russian politician put it, “they are trying to make us a
weak country, and nobody respects the weak”.
The on-going
Imperialist aggression against proletariat
accomplishments and gains inside imperialist centers is
also evident even in EU states and class struggle is
intensifying especially after the accession of new
members. In Russia, the last remnant of socialism has
been eliminated by abolishing pension privileges such as
free services and other fundamental facilities.
Recent
developments reveal the global Imperialism is not all
that mighty, and that what the world is experiencing
today is not the “Orange Order” parade of imperialist
aggression and social domination, but rather the climax
of the long struggle between forces of oppression and
those of liberty and freedom.
When the land
tremors, it is a sign of an imminent earthquake:
Imperialism is being hit hard by freedom fighters all
over the world: from Iraq, at the hands of the heroic
Iraqi resistance, to Zimbabwe; where land reform was
imposed on the ancestors of colonialism without
forgetting and Venezuela; where the patriotic Bolivarian
regime withstood solid despite the fierce campaign
launched by American Imperialism and its local allies.
Rejection of
aggressive Imperialist policies are evident even in the
Imperialist countries themselves, and recent gains of
the Anti Iraq war lobby in EU Parliament elections is a
testimony of that.
Another
positive aspect is the successes of communist parties in
those elections, those parties who are still genuinely
attached to the Communist doctrine and International
solidarity, and are firmly associated with their popular
bases such as the Greek Communist Party, Portuguese
Communist Party, Czech Communist Party, the Progressive
Party of Working People in Cyprus or AKEL and others.
Anti
Imperialism demonstration are on the increase, huge
demonstrations swept western capitals under the slogan
“No for monopolies, yes for country”, the recent
examples of shared global feelings and true
International solidarity was evident in the Athens
demonstration during the recent Summer Olympics in
protest of the planned visit of US Secretary of State
Colin Powell to Greece to attend the closing ceremonies
of the Games. The visit was eventually canceled due to
the intensity of demonstrations. The SCP’s Central
Committee salutes the Greek Communist Party which was
the driving force behind those honorific demonstrations.
The Central Committee salutes also Cuba for its firm
stand against American embargo and the constant threats
to its sovereignty, and north Korea for its refusal to
bow to colonial extortion.
The Central
Committee stressed the priority of the slogan “For
building the global anti-Imperialism Front”, and
emphasized that the Syrian Communists are prepared to
spare no effort in order to realize this ultimate goal.
The Central Committee also underlined the importance of
alerting all the forces of progression, democracy and
freedom to the dangers posed by the Zionist movement,
which constitutes a constant threat to those forces.
Zionism is not only waging war on the Arab liberty
movement, in fact, the tyrant racist reactionary fascist
forces in the world has had a major role in bringing
down Communism in the former Soviet Union and Eastern
Europe. Zionists are now the forefront of the
reactionary aggressive crew in Washington.
Syrian
Communists are proud that they were the first to warn
against the dangers posed by Zionism on the global
freedom forces.
The Central
Committee reviewed the current situation in the Arab
World and stressed that the Arab liberty movement is on
the front line in the battle against imperialism. The
Imperialist occupation forces in Iraq spear headed by
the Americans are facing unexpected fierce resistance.
When the Imperialist war on Iraq was waged, the spirit
of defeatism was predominant amongst many political
circles, but our party’s position was totally different.
We were the first to predict that the Iraqi people, who
are renowned for their eagerness for freedom and their
deep-rooted revolutionary combative history, will not
bow to this aggression and will hold out firm.
The Iraqi
people have lived up to our expectations and
demonstrated their patriotism despite the treacherous
nature of the former regime. The Iraqi people are
putting fierce resistance, and despite attempts by some
Western media to depict the resistance as “remnants of
Saddam’s regime”, the Iraqi national resistance has
proved that it is a highly organized wide-ranging
popular movement comprising of the Iraqi political
spectrum with all its trends.
This heroic
resistance which inflicted heavy loses on the foreign
occupiers is worthy of being glorified by all patriots
in the Arab world since it is not only striving for the
freedom and sovereignty of Iraq but it is defending the
freedom and sovereignty of people of the whole region.
The
Imperialist Zionist circles are aiming to defame the
Iraqi resistance and to weaken local, regional and
international sympathy by planting foreign elements who
are doing those bloody outrageous acts of decapitating
innocent foreign civilians and kidnapping journalists
and aid workers sympathetic to our causes. The notorious
method of “if you can not defeat it directly, send
agents to sabotage from the inside” is frequently used
by colonial circles. Imperialist and Zionist circles are
also trying to stir sectarian and ethnic differences in
order to hit the national unity of the Iraqi people,
which requires extra caution from all Iraqis.
The creation
of the so called “unelected Iraqi Government” instead of
the designated “Iraqi Interim Council” which was under
direct control of the occupiers. Most members of this
new Iraqi Government are agents brought under the
protection of American tanks and are nothing but dummies
used to cover the barbaric acts of the American
occupying forces. The blood of every woman and child in
Ba’qubah, Najaf, Fallujah, Mosul or Al Basra is on the
hands of each member of this Government.
Thanks to the
heroic resistance, Iraq is becoming the tomb of
occupiers and the Arab version of Vietnam, so we salute
the Iraqi people and his brave patriotic resistance.
Past and
current events in Iraq clearly indicates that there will
be no peace between Arab peoples and American
Imperialism, and the barbaric oppression practiced by
the Zionist Israel against the Palestinian people also
demonstrates that the Arab liberty movement and Fascist
Zionism will never be in peace. Zionist terrorism is
increasing against the Palestinian people and Zionist
plans aimed at undermining the struggle of the
Palestinian people to achieve his legitimate rights are
continuing non-stop, the last of which was the Gaza
plan, which sprung after building of the racist barrier
began. The Central Committee believes that the most
dangerous plan that threatens the very existence of the
Palestinian people is the “Transfer plan” being
shamelessly promoted by Zionist circles.
The
disgraceful submissiveness of most Arab regimes is
encourages Imperialist and Zionist circles to go too far
in their impudent and frivolous policies. Those regimes
did not just turn a blind eye to the criminal acts of
America and Israel in Palestine and Iraq, they are
unashamedly arresting anti-war activists in order to
please Imperialist and American circles as a result of
the close ties between them.
It is obvious
that satisfying America and your own people at the same
time is not possible. Popular movements against those
regimes are beginning to emerge ad expand helped by the
bad economic situation in most of those countries.
In addition,
the Imperialist pressure on Syria is intensifying, and
after the so called “Syrian Accountability Act” was
passed by the US Congress and adopted by the American
Government, came the fabricated uproar regarding
propagating President Lahoud’s term for three years,
which was taken by the Lebanese Parliament in accordance
with the Lebanese constitution. American and French
Imperialist circles has managed to pressure the UN
Security Council to pass Law 1559, which contradicts the
UN Charter disallowing intervention in the internal
affairs of member countries. The passing of this Law
marks a new phase in the escalating aggressive colonial
campaign against Syria and Lebanon. Imperialist and
Zionist circles are fully aware that as long as Syria’s
firm stand persists, they will never be able to dominate
the area and this explains the ever increasing pressures
on Syria at all levels.
It is obvious
more than ever that the ultimate goal of American
Imperialism is not just to get limited concessions from
Syria, but rather to bring down the Syrian national
political establishment in itself, and the increasing
pressures meant to weaken the firm Syrian political
stand are just one episode in that long term plan. In
point of fact, retreat is not a option and resoluteness
is the ultimate answer in order to face this destructive
campaign and preserve our national interests.
Syria’s
contemporary history testifies that we will be able to
hold out, and the basic element of this resoluteness is
the embracement of national principles by the entire
Syrian people: proletariat, cultivators, low income
people, intellectuals, soldiers and officers.
The Central
Committee afterwards reviewed the internal state of
affairs and underlined the increasing significance of
the economic situation in the current status quo. The
socio-economic domain is not just the battlefield of
class struggle, as it always was, but it is also a
primary field for national struggle against imperialism.
The Central
Committee emphasized that national socio-economic
accomplishments must be preserved and developed in order
to maintain national unity. The basic task in this stage
would be to safeguard national production and its
backbone; the public sector, and to protect the interest
of local producers primarily proletariat and farmers who
constitute the central pillar of national resoluteness.
The Central
Committee observed that some Compradores, neo
Bourgeoisie elements and their associates have illusions
about easing socio-economic difficulties via adopting
liberal economic policies, accession to EU
-Mediterranean Partnership or joining the WTO.
The numerous
examples, including those of neighboring countries, in
this connection that adopting such policies will hit
hard national industrial and agricultural production,
which is unable to compete with competition from
monopolistic companies. Therefore, the SCP totally
rejects this approach out of, not only socio-economic
considerations, but primarily national ones.
Some circles
are advocating a “concealed privatization” in the form
of putting into circulation public sector companies and
establishments for investment or partnership with other
companies.
All those
scenarios go under shadowy slogans such as “separation
of management and ownership” and “applying market rules
in the country”.
We believe
that efforts must be made to harmonize management and
ownership; making management of those establishments,
which were built by the wealth of the people, works for
the good of those very people. In order for the national
economy to be efficient, the public sector must be
purified through eliminating the corrupt plunderers not
by demolishing this vital economic structure.
The Central
Committee believes that it is not right to dissolve
state owned companies & establishments: as it was
recently the case with the “Agricultural Mechanization
Establishment” and several state farms.
In addition,
putting public sector bodies into circulation for
investment is not only a form a privation, but the 1st
concrete step in that direction and this is exactly the
goal of many powers who are aiming to re-plunder the
state and the people altogether through privatizing the
public sector.
Another group
is calling foreign borrowing under the pretence that the
national economy will be vitalized. The distinctive
feature of our economy is low foreign debts, and those
who call for foreign borrowing aim at abolishing this
positive quality all together.
We think
that, instead of this dangerous approach, it would be
better to utilize the huge public funds rationally
through primarily productive state investments. The 1st
step in that direction would be to restore or replace
worn-out machinery and equipment of industrial public
sector’s central divisions and maintain the agricultural
support policy to sustain agricultural security and
certain copiousness of crops.
The national
economy has witnessed lately a dangerous socio-economic
contradiction, and whereas state earnings increased due
to global rise in oil prices (and not as a result of
certain economic decisions), there are plans to reduce
state productive investments which will definitely sent
the economy into deeper recession since the deflationary
policies will have a negative effect on all sectors of
the national economy.
The Central
Committee also warns against the negative consequences
of raising oil prices especially diesel and fuel since
such move will lead to higher inflation rates that will
affect not only the livelihood of ordinary people by
also national production as a whole. And since there is
a considerable budget surplus thanks to rising prices of
our exported oil, part of this surplus is sufficient to
maintain current oil prices in the local market,
especially after living standards were affected
negatively due to gradual increase in consumer goods.
The Central
Committee also considers that plans to give the private
sector a pioneering role in the national economy are in
effect awarding this very role to foreign capital and
its local representatives since the national private
capital is not qualified at this stage to assume this
role.
The Central
Committee observes that, within the current difficult
circumstances and Imperialist and Zionist pressures, it
is wrong to pursue new economic experiments that may
lead to destabilizing the socio-economic structure in
the country and result in grave consequences. National
production in all its sectors must be shielded and
producers interests responded to, especially even
linking between wages and prices.
The Central
Committee also reflected on the celebrations currently
underway by the Party’s organizations to commemorate the
80th anniversary of the party’s formation and
to support the firm Syrian stand.
The Central
Committee called on all Comrades and Party organizations
to work hard to prepare for the Party’s central
commemoration which will be held in Damascus on October
8th 2004, during which Syrian communists will
express their determination, as always, to walk hand in
hand with their allies in the National Progressive Front
and the Syrian people as a whole to strive for the
protection of national values and principles.
And by that
final statement the Central Committees declares its
extended meeting concluded.

Communiqué
Chaired
by the General Secretary, comrade Wissal Farha Bagdash,
the Central Committee of the Syrian Communist Party held
its periodic meeting on May 21, 2004.
Going
through the political situations, the Committee
highlighted showed that the world developments in
general have proved the truthfulness of the
Marxist-Leninist credo, in that the general crisis of
capitalism is increasingly deteriorating. Contradiction
between imperialist centers and the rest of the world is
widening because of the incredible plundering of the
so-called third world.
Rivalry
among the imperialist centers is also increasing,
especially between the American monopolistic capital and
the western European monopolistic capital. Moreover,
class struggle within the so-called developed capitalist
countries is spreading out because the toilers’ rights
and gains are continuously aggressed by the
capital.Finally, the ugliest aspect of the above crisis
is the wars inflamed by the imperialists in more than
twenty different areas throughout the world, to ease the
crisis impact and realize their ends.
The
latest developments have also proved that the American
imperialism represents now the biggest threat on the
world’s peoples, and acts as the main bastion of the
international reactionism. As the most powerful state,
the US is trying audaciously and arrogantly to create an
international dictatorship that would impose its will on
the whole world. Such trial is confronting not only the
will of the peoples seeking to get rid of the
comprehensive imperialist plunder and realize economic
independence as a foundation for political independence,
but also with the interests of other imperialist centers
whether old (Europe and Japan) or new (Russia and others
in east Asia).
What
increases the American imperialism aggression and threat
on the peoples if not on the whole world, is the great
influence zionism is having on the American oligarchy.
With its fascist and racist aspects, Zionism today is
the most reactionist movement representing the Jewish
financial capital. It is the contemporary Nazism whose
threat is obvious through the hard-line aggressive
approach adopted by the US and drawn up by the so-called
Neo-cons who represent a very reactionist and
fundamental group with the US administration, with the
Zionists being the overwhelming majority.
After
playing an essential role in the collapse of the Soviet
Union and the popular democracy regimes in middle and
east Europe, the Zionists sought to completely seize the
main mechanisms ruling the world. This process has been
so obvious that we began to see reactions of
anti-Zionist deprecation by different parties and
orientations.
At an
early stage, the Syrian Communist Party unveiled the
threats by Zionism as a reactionist, racist movement
with fascist aspects, outlining its danger not only on
the Arabic liberation movement but also on the whole
liberation movement throughout the world, especially the
revolutionary movement.
The
Central Committee referred to certain positive signs on
the international arena, where is increasing the number
of forces carrying the banner of liberty and trying to
maintain the humanitarian aspects of the humanity. More
and more mass protests are being organised throughout
the world against the imperialist aggressiveness. The
number of those who completely reject the anti-human,
exploitive approach performed by the international
capitalist system.
It is
clear now that the imperialist chain has begun to break
off referring to the possibility of a serious flaw in
the international capitalist system. The most
significant signs can be seen in what is happening in
Latin America. Cuba is no longer the sole state strongly
rejecting the American domination; Bolivarian Venezuela
has joined in, and the governments in Brazil, Argentina
and Bolivia are in one way or another expressing refusal
to these dictations. Moreover, there are promising signs
among the leftist movement in many countries of this
continent, especially Uruguay. The Central Committee
expressed solidarity with the heroic steadfast Cuba, and
condemned the aggressive measures taken by the American
administration against the Island of Liberty.
The most
painful blow the American imperialist received recently
was in Iraq. Our party had foretold that the imperialist
aggression against Iraq would not be a picnic; the Iraqi
people, with its long revolutionary and patriotic
history, would never accept the yoke of occupiers. The
successive events have proved our party’s prophecies.
The heroic Iraqi resistance represents a defeat for the
American imperialism. The Iraqi liberation movement is
now taking the lead in the frontline of the
international liberation movement. Iraq has written a
luminous page of heroic liberation struggle in modern
history, exactly as Vietnam did last century.
This has
led to critical flaws in the American society, where the
movement demonstrating against the aggressive war on
Iraq is gaining momentum, including a major part of
American intellectuals and artistic media.
Contradictions are growing among different American
monopolist groups, where more and more voice are
speaking up asking the removal of the neo-cons whose
rashly policies are badly affecting the US national
interests, according to many American theorists.
Another
positive sign at the international level came with the
decision to withdraw the Spanish troops from Iraq, taken
by the ruling Socialist Party which won the latest
election in alliance with the leftist forces. This
decision, which met the trend of the Spanish public,
received implicit endorsement by France and Germany.
On the
other hand, the recent victory of the Conference Party
in the Indian elections, and the formation of a new
government supported by leftist groups (especially the
Indian communists) will have major positive impact on
the international level. The United States and Israel
used to rely on the support of the previous rightist
government in India to their aggressive plans, but now
the balance of powers has changed in the Indian
peninsula, and as stated by the Indian communists, the
main loser in the last elections is the recipes dictated
by the International Monetary Fund and the World Bank.
The
latest developments on the international stage have
proved the rightfulness of the slogan raised by our
party and many brotherly communist parties concerning
the establishment of a “International Anti-Imperialism
Front”.
Going
through the situations in the Arab world, the Central
Committee identified two contrasting mainstreams: on one
hand, the Arabic liberation movement is gaining momentum
reflected in the resistance progress in Palestine and
Iraq as well as in the Syrian steadfastness and the
increasing mass deprecation all around the Arab world
against the imperialism and zionism; on the other hand,
the majority of Arab leaders are showing retreat and
humility, and the behaviour of some of them is even
worth than kneeling and crawling in front of America and
Israel. Some Arab countries have been turned into bases
for American colonialism, other have effectively become
Israeli mandated territories. Some Arab leaders are
competing striving to gain appreciation as the best
supporter to the American plans. The gap is widening
between these rulers and their peoples. Nevertheless,
all signals show that it is time for the Arabic
liberation movement to wake up though the rulers’
humility and concession would be a big obstacle for this
movement.
What
happened and what is still happening in Iraq is a good
example in this regard. The moment Saddam’s regime had
collapsed, there were people who filled the resistance
gap in a highly professional way. All American efforts
to create a flaw on sectarian or ethnic basis among the
Iraqi people have turned out to be useless. Moreover,
the resistance against American occupiers is expanding
as fire in dry grass all over the country, though at
different scales; it is striking the occupation forces
painfully in the heroic Falluja, An-nasiriyah, An-najaf,
Basra and Mosul. This has unveiled the false pretext of
Americans bringing freedom, democracy and women’s rights
on their spears, which has been promoted extensively by
the media and those influenced by the Americans
including the americanised civil society activists. The
latest shots picturing the atrocities perpetrated by the
occupiers in their prisons can only be compared with
those of the Nazis in the past and Zionist Israeli at
present.
Thanks to
the heroic resistance, it is obvious now that the
countdown for the American occupation in Iraq has
started. They could not maintain their presence neither
by substituting their uncovered spies nor by replacing
some troops by others including Arab forces. Occupiers
will not be able to benefit from the attitude of those
Iraqi parties showing humiliation towards them and
audacity towards the neighbouring countries. These
parties have been uncovered and become naked in the eyes
of the Iraqi people who will put them in the place they
deserve due to their betraying attitudes at the critical
turning points of the Iraqi history.
The
Central Committee explained that the Iraqi resistance
will gain victory due to the support by the majority of
the Iraqi people, and this victory will change the whole
region. It is a real miracle that a relatively small
country like Iraq has destabilized the American
imperialism.
Events in
Iraq coincide with the increasing Israeli aggression
against the steadfast Palestinian people. Crimes are
recurrently perpetrated to break the glorified
steadfastness: assassinating the resistance figures and
leaders, pogroms against armless inhabitants including
children (like what happened recently in Rafah), which
expand the black list of the crimes perpetrated by
Zionist Israel. However, such intensifying oppression as
well as the unbelievable atrocities reflect a crisis
inside Israel; in spite of these brutal behaviour, the
Palestinian Intifada is still going on, and has even
become an inherent component of the Palestinian
situations, which intensify the economic, political and
moral crisis of the Zionist entity. This crisis would
have been worse, had certain Arab countries made serious
steps to face the Zionist arrogance. In spite of the
brutal pogroms, Arab countries having normal relations
with Israel have made nothing to cut, or even reduce the
level of these relations. On the contrary, certain Arab
countries are improving economic and political ties with
Israel. It is a shameful behaviour, especially when
compared with that of Turkey, which has cancelled arms
deals with Israel, or with that stipulated in the
statement by the European Commission, not to mention the
attitude of Malaysia, which has proved to be more
faithful to the Arabic cause than some of the Arab
governments.
The
Central Committee considered Resolution /1504/ by the UN
Security Council condemning the brutal Israeli
behaviour, as a positive step. The Resolution had 14
vote where the United States did not venture using the
Veto (as usual whenever Israel is at stake), because of
the pressure by the international public which felt very
annoyed with the American and Israeli brutality. It is
now clear for this public that what is happening in
Palestine is completely inhuman.
Imperialist centers are trying hard to deviate attention
from the basic national issues such as Iraq occupation
and the pogroms against the Palestinians, towards others
issues that cohere with the interests of these centers.
In this context came the pressure aimed at making the
last Arabic Summit address the reform issues as priority
at the expense of the basic national issues, which led
to postponing the Summit date. Within the same context,
came the “Great Middle East” project extended by the US
with Zionist aspiration and design. It is an integrated
colonial project covering different economic, political,
social and cultural areas. In a word, it is the “Greater
Zion” project, as depicted by our Party. However, due to
the audacity and arrogance in extending this project, it
has been widely rejected in the Arabic world; the
colonialists were so impudent that they raised certain
topics which can never be accepted by anyone in the Arab
countries such as replacing the Pan-Arab concept by the
vague concept of Pan-Middle East, and the implicit
request of amending certain verses in the Qur’an or at
least not mentioning them at any rate.
Because
of this strong rejection, the project has been modified
in terms of amending certain intellectual and political
aspects and has been temporarily postponed as a whole.
However,
economic pressures are going on to oblige all Arab
countries to apply the recipes proposed by the
imperialist centers and their tools such as the
International Monetary Fund, the World Bank and the
World Trade Organisation, under the pretext of
liberating and developing the economy. The essence of
these claims is to bully Arab economics and subjugate
the Arab peoples to systematic plunder by multi-national
monopolies and their aids. The latest development in
this context was the Dead Sea Economic Conference which
was described as a continuity to the infamous Davos
Meeting.
The SCP
always warns against these imperialist recipes and
expresses regret that some Syrian delegates attended the
above Conference.
Colonial
pressure are increasing on Syria because the Syrian
steadfastness represents an insurmountable barrier
facing the expansionist imperialist and Zionist schemes.
The latest example of theses pressure is the endorsement
by the American administration of the Syria’s
Accountability Bill.
The
implementation of this unjust law, which violates the
international conventions, reflects the serious
predicament of the US policy in the region. It is taking
the shape of political pressure and psychological war
rather than critical economic measures that might affect
the Syrian economy.
The SCP
calls for increasing the campaign of boycotting the
American goods and interests. It equally calls for an
immediate cancellation of all oil contracts concluded
between the Syrian government and American companies.
The SCP considers the American sanctions against Syria
as a medal of honour for Syria’s people, regime and
patriotic army. Our party invites all democratic and
progressive forces to express solidarity with Syria to
help her face the American imperialist pressures.
The
Central Committee believes that the crucialness of the
political situations requires more efforts to strengthen
the national unity, which means firstly the fulfillment
of the people’s economic, social and democratic demands.
While
discussing the economic and social situations, the
Committee positively appreciated the latest pay raise,
for state employees and pensioners, stipulated in the
relevant legislative decrees. The Committee thinks that
this positive step will relieve the living burden due to
the prices increases in the country.
The
Central Committee maintains that the draft laws
currently under consideration, such as amending the
Basic Law of State Employees and amending the
Agricultural Relations Law, should protect the already
achieved rights of the toilers, and even promote such
rights and achievements.
The
Central Committee expressed its opposition to expanding
the scope of taxes on consumer goods, though some people
are trying to turn it into a comprehensive tax on sales
as is the case in certain neighbouring countries,
because the implementation of this tax would harm the
living standards of most citizens.
The
communists equally oppose the public intention to
establish a stock market in Syria and all similar
“economically liberal” projects, because they are deeply
convicted that such orientation would create negative
impact on the national economy.
The
Central Committee reassured the constant attitude of the
Syrian communists concerning the necessity to defend the
national production and its backbone (the public
sector), because it represents not only the economic and
social interests but a cornerstone for the national
steadfastness.
The right
way to maintain the public sector and relieve it from
corruption and from the plundering of parasite and
bureaucratic bourgeoisies which represent the core of
corruption, through performing democratic supervision on
different economic bodies of the state including the
government facilities to guarantee effective
accountability. The Central Committee warns against the
risks of masked privatization of then public sector
addressed by some people in various approaches under the
slogan of separating between ownership and management.
It is
clear that the reactionist media, which reflect the
interests of the neo-bourgeoisie organically linked to
overseas trusts, want to economically exhaust the
country as a step towards exhausting it politically.
This orientation hurts the interests of the majority of
Syrians (workers, peasants, small artisans, employees
and the patriotic bourgeoisie). This makes it necessary
for all these strata to unite their strengths to protect
the national production: the core of the national
sovereignty.
To
confront the reactionist conspiracies, it is necessary
to activate the masses as well as their patriotic and
progressive forces. This can only come within the
context of expanding the democratic freedoms for these
masses and forces.
The
Central Committee discussed reports about the activities
of the Party’ central bodies and offices and highlighted
the necessity of activating all these bodies and
qualitative offices.
The
Committee equally discussed reports about the activities
devoted to the 80th anniversary of then
Syrian Communist Party and the step already covered in
this regard. It highly appreciated the efforts made by
the Democratic Youth Union in Syria (Khaled Bagdash
Youth) and the Party regional committee in Idleb to turn
the activities of the youth festival, on April 30th
2004, into a success. The Committee stated that this
glorified occasion (the 80th anniversary)
will encourage the Syrian communists to expand the
Party’s relations with the masses through the
organisation of different seminars and meeting at all
levels in order to get acquainted with the masses’
sufferings and expectations and raise their awareness of
the Party’s opinions about different issues.
The
Central Committee considered the report extended by the
Central Intellectual Office about the basic trends of
intellectual activity and areas of educational activity,
and ratified it after detailed discussion. During these
discussions, focus was made on the importance of the
Party’s intellectual activity to confront the backward
thoughts of different orientations. The SCP has always
been in the front in terms of early analyzing,
diagnosing and refuting certain theories and thoughts
such as globalisation, which aimed at masking and thus
replacing the concept of contemporary imperialism, and
also the concept of civil society which aims at
obliterating the real concept of democracy and separate
it from the concept of national steadfastness.
The SCP
was also pioneer in analyzing another dangerous
socio-economic phenomenon i.e. the neo-bourgeoisie which
consists of certain groups of the parasite bourgeoisie
and bureaucratic bourgeoisie (already analysed by our
party). Due to its economic position and the related
interests, this neo-bourgeoisie has become a part of the
international monopolistic capital, which means that the
interests of this parasite group wholly contradict the
national interests.
Events
have proved the rightfulness of the communist attitudes
in terms of sticking to the Marxist-Leninist guidelines
and to creatively implementing these guidelines in the
new world circumstances as well as the specific
circumstances of our country. The struggle against
opportunism and deviationism of different orientations:
from reformist deviationism to Trotskyist maximalism is
a coherent part of the general struggle of the Communist
Party, if not the very guarantee for its success in
different political, economic and social areas.
The
Central Committee underlined the importance of
proceeding on the wide Party educational activity and
activating it on basis of the Marxist-Leninist classics
and the resolutions and recommendations of our Party as
well as the works of Khaled Bagdash, the historic leader
of the Syrian communists and also on basis of the
contemporary researches of the international communist
movement and progressive Marxist intellectuals.
Finally,
the Committee studied specific issues concerning the
daily activities of the Party’s central bodies and made
the relevant decisions.
At this
point, the Central Committee ended its periodic meeting.

Communiqué
Chaired by the General Secretary, comrade Wissal Farha Bagdash, the
Central Committee of the Syrian Communist Party held its
periodic meeting on February, 20, 2004.
Going through the political situation, the Committee highlighted the fact
that the world crisis is increasingly deepening because
of the imperialist policies. The most reactionist powers
in the imperialist camp, represented by the American
Imperialism and International Zionism, are trying their
best to impose their dominance and plundering on the
world peoples, using all available means including
military action and direct aggression.
They always try to mask the imperialist-Zionist aggression campaign by
using hollow and falsified slogans about democracy,
human rights and the values of the so-called civil
society, while the real aim of the aggression campaign
remains the trial to strengthen the dominance of the
American transnational companies, in which the Jewish
capital has a lion share. The fierce aggressive campaign
waged by Washington ruling oligarchy is aimed at the
very freedom and independence of the world peoples. In
addition, it is taking place in contrast with the
interests of other imperialist centers.
It is obvious that the whole humanity is facing a brutal barbarian and
reactionary enemy, which it has never seen since the
killing of the fascist beast in the 1940s.
Greater number of people all around the world are getting aware of the
dangerous reactionist role assumed by the international
Zionism, not only the brutal behaviour against the
Arabic Palestinian people but also the Zionist influence
on the American imperialism decision making process.
Because of this we are witnessing anti-zionism feelings
growing everywhere in the world including in Europe,
which is being described by the Zionist media as
anti-Semitic and being used as scarecrow to intimidate
all genuinely progressive patriotic and democratic
movements.
The Central Committee equally highlighted the aspects of the growing
international revolutionary movement, which is reflected
by the increasing opposition to the imperialist and
Zionist dictation policies. This opposition is growing
not only in the so-called Third World, but in other
parts of the globe particularly in Latin America.
Moreover, there are real recovery aspects among the
democratic and progressive movements in the very
imperialist centers, not to mention the increasing
contradictions among these centers, which is
interpreted, in many case, in open disagreements though
most of these contradictions are still under the table.
What increases and expands the scope of contradictions among the
imperialist center is the deterioration of the
socio-economic crisis hitting these centers. The
American imperialism hoped that its past and present
aggressive policy would help solve the internal
difficulties, but the outcome was the opposite. The
military occupation of Iraq has added a great burden
because of the huge costs constantly increasing due to
the growing Iraqi national resistance which has been a
real surprise for the American occupiers. The US is
currently registering the highest score in its whole
history in terms of military spending, which in turn
increase its economic and social problems and
consequently weaken its competitiveness compared with
other imperialist centers. The ruling oligarchies and
governments in all the developed capitalist countries
are aggressing the basic rights of the toilers, the
matter that increases the demand struggle of these
toilers and hence support and add to the
anti-imperialist protests.
The Central Committee explained that the growing American-Russian
disputes (including the Russian trials to check the
American domination on the Russian oil sector and stop
the growing influence of the Zionist-oriented comprador
capital in the vital sectors of the Russian economy and
also the Russian foreign policies trying to be distinct
from the American policy) might have a positive impact
on the world balance of powers especially if these
contradictions have been continued and deepened.
Analyzing the situations in the Arab world currently being the main focus
of the imperialist attack, the Central Committee
identified two contrasting mainstreams: on one hand, the
region’s regimes are showing retreat and humility which
has never been the case since the colonialist era; on
the other hand, there are obvious anti-american feelings
among the Arabic masses, which can be turned into action
at any moment. The aspects of the growing Arab national
movement are reflected by the national resistance
against American occupation in Iraq and Zionist
occupation in Palestine. The Central Committee highly
appreciated the heroic Iraqi national resistance and the
brave Palestinian Intifada, and forwarded warm greeting
to all those who are confronting the brutal aggression
with their legendary sacrifices to defend not only their
own countries but the freedom, dignity and … of the
whole Arab homeland.
The Central Committee has equally forwarded a respectful greeting to our
relatives in the Golan Heights in the 22nd
anniversary of their glorified uprising to defend their
national identity.
The Committee stressed the fact that the American Imperialism and
international zionism are currently preparing the most
dangerous and servile project against our region, namely
the so-called “Great Middle East”, which is merely
another copy of the “Great Israel” project. The most
significant in this critical project is the trial to
tailor the whole social and economic situations in the
region according to the American and Zionist
requirements, with a special focus on erasing the
national identity of local population and uprooting
their inherent cultures, to replace them by the
so-called “Middle-Eastern Culture” which represents a
cosmopolitan and anti-national culture.
All these steps aim at establishing a fourth imperialist center in the
world with Zionist Israel as capital, the matter that
has been repeatedly called into attention by our Party
since the beginning of the 1990s. This projects
implicitly means that Israel borders are from the
Atlantic Ocean to the Gulf if not more. It is a fatal
enslaving project, which necessitate that we deploy all
forces in all fronts to confront it. The savage American
imperialism and the fascist zionism do not understand
but the language of confrontation. The best example on
the viability of this language is the brilliant
achievement realized by the gallant Lebanese national
resistance. Patriotic fighters in this tiny Arab country
have proved, beyond doubt, that “eye can stand the awl”.
The Central Committee has forwarded a glorified and
respectful greeting to the Lebanese national resistance
for its recent achievement embodied in liberating the
Arabic war prisoners who had been suffering so much in
the Israeli jails, and who have been released thanks to
the steadfastness and sticking to principles by the
Lebanese national resistance.
The brave national fighters in Palestine, Iraq and Lebanon represent a …
for the whole liberation movement in the Arab world on
how to defend the homeland freedom and dignity.
Different pressure are increasingly being exerted on our country, Syria,
since the colonialists keep repeating that their project
would never come into effect unless Syria has been
subjugated. The increasing brutality of the colonial
attack needs the strengthening of the Syrian national
steadfastness in all areas (political, military,
economic and social). It equally needs promoting and
fortifying the national unity through realizing the
demands of the masses which constitute the main pillar
of the Syrian national steadfastness.
The Central Committee strongly supports the firm Syrian attitudes which
have always insisted that no just and comprehensive
peace can be reached in the region without the Israeli
withdrawal of all the occupied Arab territories
including every centimeter of the Golan Heights, and
without the Palestinian people having the right to
return home and build its fully sovereign state.
All the Arab liberals should raise another important slogan, i.e.
“struggling for Iraq liberation and the complete
evacuation of all foreign forces” in order to establish
the unified democratic Iraq with its citizens enjoying
full rights including the ethnic rights.
The struggle for the unification of the Arab land wears special
significance in the light of the hard efforts by the
imperialist and Zionist powers to sever the Arab
countries and plant all kinds of disturbances as a
prelude towards embodying the servile “Great Middle
East” project .. the project of “Great Zionist Israel”.
Coming to internal situations, the Central Committee underlined the fact
that the most urgent priority facing the Syrian
nationalist and progressive forces is to improve the
living standards of the Syrian population.
This requires, first of all: 1) eliminating the factors behind price
increases especially those concerning the mass
consumption items 2) linking wages to prices 3)
defending the public sector and its backbone
(state-owned enterprises) 4) blocking the foreign
capital trials to penetrate our national economy in
collaboration with the local new bourgeoisie and 5)
defending the social gains realized during the past
decades especially in the fields of healthcare,
education and employment.
On the other hand, the Central Committee believes that external economic
relations should be built in a way that always maintain
our national production as well as food security. The
self dependency approach adopted by Syria in the field
of cereal production, due to the full state support, is
not only a great achievement in the economic and social
areas but also a major factor in strengthening the
national steadfastness. Upon this, it is very decisive
to make all efforts to maintain such an important
achievement.
The Central Committee also focused on the necessity of continuously
struggling to widen the democratic freedoms for the
masses. It explained that the implementation of the
“institutional state” concept is currently the right
embodiment of democratic freedoms, and it is the right
national and democratic replacement of the Americanized
concept “Civil Society”.
The Committee the necessity of maintaining and fortifying the National
Progressive Front and enhancing its activities in all
areas. The NPF has, during more than 30 years, proved
its importance as an alliance frame that united all the
nationalist and progressive forces in Syria and deployed
their capacities and efforts to realize the major
national objectives especially in terms of defending our
national independence and sovereignty.
The Year 2004 constitutes the 80th anniversary of the Syrian
Communist Party; the party of Independence; the party of
the free and merry people and the party of scientific
socialism and social justice, which has bravely
participated in all the national and class battles
fought by the Syrian people.
The Central Committee has prepared a special program in the 80th
anniversary of the Syrian Communist Party, and has
ratified an active agenda to celebrate this glorified
occasion.
In addition to the above areas, the Central Committee discussed several
organizational issues and made the relevant decisions.

Be fortified the national steadfastness against
imperialism and zionism
Statement
The Central Committee of the Syrian Comminist Party
The Central Committee of
the Syrian Comminist Party held its periodical meeting,
chaired by comrade Wissal Farha Bagdash, the General
Secretary, on October 10th 2003.
At the beginning, the
Committee commemorated the 30th anniversary
of Tishreen Liberalisation War, which wrote brightful
pages in the contemporary history of Syria and the Arab
world. This war represented an ideal for every citizen
in how we can defend the soil of our homeland and
protect our country’s sovereignty and pride. Our people
proved beyond doubt that they prefer to die rather than
kneel down.
Considering the political
situation, the Central Committee denounced the
aggressive actions against our homeland, Syria. The
latest of these action was the air raid waged by the
zionist pirates on a populated area near Damascus.
Another aggression is the passing in the US Congress of
a draft about “calling Syria to account”.
The Committee explained
that the increasing aggressiveness toward Syria aims at
breaking its patriotic steadfastness as a step on the
way to sujugating the whole region to the imperialist /
zionist influence. Another important reason behind these
aggressive actions is to avoid the painful strike that
Israel is receiving from the heroic Palestinian
Intifada, and also the strike the Anglo-American
invasion forces are receiving from the brave Iraqi
resistance.
The Committee called for
strengthening the national unity and increasing the
coherence among the national forces against the
everincreaing imperialist / zionist aggression.
The glorious traditions of
Syrian patriotism shows that our people at all social
levels (workers, farmers, intellectuals, limited income
earners, militarymen and all patriots of different
orientations) are ready to sacrifice their own lives
defending the freedom and pride of their homeland.
The Committee underlined
the necessity to the popular pressure on Arab
governments and regimes that have relations with Israel,
in order to break off these relations. The Committee
also called all the democratic and liberal forces in the
world activate their campaign of solidarity with the
Syrian, Palestinian and Iraqi resistance against the
imperialist / zionist aggressors. The struggle that the
Arab national liberalisation movement is undertaking is
an integral part of the general struggle of the
international revolutionary and liberalisation movement
against the imperialist tyranny and on behalf of the
peoples’ freedom and soverreignty.
The Central Committee
clarified that events and developments prove more and
more that the American imperialism is the main enemy of
the Arab peoples, not only because it is supporting the
criminal actions of its tool in the region (zionist
srael), but also because of the US aggressive actions
against our peoples including direct aggression. Upon
this, boycotting the American goods and other interests
is a basic and obvious national duty.
The Committee stressed the
fact that the most effective factor in strengthening the
national unity is to meet the rightful demands of the
Syrian toilers who represent the main cornerstone of
Syria’s national steadfastness. It has become clear that
defending the national production and its backbone, the
public sector (state sector), is an urgent priority.
This is not only a basic economic and social
requirement, but a first-hand national issue as well.
In order to increase the
state sector efficiency, it is necessary to protect it
from the current pluder by the bourgeoisie and uproot
the corruption.
The main pillar of the
requested administrative and economic reform is to
expand the democratic freedom for the masses and let
them supervise the production activities, and establish
a real transparency under which nobody can stay beyond
accountability and popular supervision.
The Central Committee
warned against the increasing calls by the rightest
forces to privatise the public sector under the pretext
getting rid of its losing enterprises. The fact is that
these enterprises are not losing but are being compelled
to lose by the parasite forces manipulated by these very
rightest groups.
The Committee highlighted
the importance of the mass struggle of the toilers to
defend their legitimate rights in a society where class
polarisation is becoming more pressing everyday. It also
highlighted the attitude of the Syrian Communist Party
which oppose giving the oil exploration concessions to
foreign trusts (especilly the American ones), always
assuring that the oil exploitation should be comletely
handled by national cadres.
The committee stressed the
importance of raising the levels of salaries and wages
so that minimum salaries can keep up with the living
standards and connecting wages to prices. Salaries
increases must not be covered through inflation tools,
by through real resources such as the rational and
efficient amendment of the taxation system in a way that
those of higher income will pay more taxes. The
Committee asked for the minimum income to be exonerated
from income tax, and for not applying any exoneration on
profits.
Going through the
international scene, the Committee explained that
protests are increasing all over the world against the
dominance of the imperialist centers and the
comprehensive plundering these centers are performing at
the expense of the world peoples. The most significant
aspect is that these protests have not been limited to
the peoples’ masses but there are more and more
governments that are showing their indignation toward
the dictations of the imperialist centers and their
plundering tools such as the World Bank, the
International Monetary Fund and the World Trade
Organisation. The latest objections to this plundering
and dictation came during the WTO meeting in Cancun,
Mexico where the representative of the so-called “third
world” adopted one attitude against the imperialist
terms, and succeeded in blocking them. What happened in
Cancun stresses once again our Party’s opinion about the
uselessnes of Syria’s joining to the WTO. Such joining
will be very harmful to the national production, and
only a narrow minority of bourgeois and comprador groups
will benefit from it, taking part in the imperialist
plunder.
The Central Committee
observed that contradictions among the imperialist
centers are increasing especially after the economic
crisis hitting these centers and after the American
imperialism aggressive actions which affected not only
the aggressed peoples’ interests but those of other
imperialist forces as well.
The Committee explained
that, in order to overcome these objective
contradictions among the imperialist centers, the
American imperialism and international zionism are
trying to unify the attitudes of these center and even
to control them under the false slogan of combating
international terrorism, which means, in fact, combating
the international revolutionary and liberation movement.
Sheltering behind some terrorist acts perpetrated by the
US puppets, we have seen an overwhelming crusade all
around the world against the revolutionary and
liberation movements who are trying to defend the rights
of their nations in any weapons justified by the
objective circumstances.
Studying the Arabic
situations, the Central Committee greeted the brave
Palestinian Intifada against the tyrannic zionist
occupation, and explained that Israel’s denial of the
so-called “Road Map” and the acceleration of its
aggression against the Palestinian people is triggered
by the Israeli frustration toward the possible Israeli
share in looting Iraq as well as by its failure check
the Palestinian struggle to recover the national rights.
The Committee warmly greeted the brave Iraqi resistance
and considered that the sacrifices of this resistance
are made not only for Iraq liberation but for defending
the whole Arabic national liberation movement.
The Cetral Committee called
for an immediate withdrawal of the colonial forces from
Iraq and denounced all the trials made to engage new
military troops which came as a result to the painful
strike of the Iraqi resistance against the American
occupiers who had declared at first that invading Iraq
was an exclusive right for the United States and its
closest allies.
The Committee discussed the
activities of the Party’s central offices and
organisations, and made many organisational decisions.
It also listened to a report about the results of the
accountability conferences held by all the Party
organisations under a democratic and comradely
atmosphere based on the principles of “Democratic
Centralism”. During those conferences, party comrades
expressed their full support to our Party’s original
policy in defending the homeland as well as the people’s
interests. The conferences also reflected the most
important economic and social demands of the Syrian
masses. The Central Committee stressed the importance of
increasing the activities of the Party’s organisations
at all levels, especially in terms of expanding and
cosolidating ties with the masses.
Finally, the Central
Committee went through the participation of the Party’s
representatives in various international activities and
highlighted the necessity to strengthen our relations
with other brotherly communist parties and all patriotic
and progressive forces in the world, as a direct
interpretation of our Party’s slogan: “to create the
international anti-imperialism front”.
With this point, the
Central Committee ended its meeting.

invaders – Glory for the Iraqi people
The Central Committee of the Syrian Communist Party held
its regular meeting on April 4th 2003. The
meeting was chaired by comrade Wissal Farha Bagdash, the
Party General Secretary who delivered a comprehensive
overview on the political issues.
The Central Committee discussed the current situations
resulted from the tyrannical Anglo-American aggression
on Iraq, and asserted that this aggression has become
disgraced before millions around the world who set down
to the streets opposing and denouncing the war which
aims to strengthen the colonialist grip over the Arab
countries and reshape the regional borders so that they
fit to the interests of Zionist Israel and the American
arms and oil cartels.
The American aggressive policy, based on destruction and
extermination, is facing greater resistance by different
peoples and increasing denouncement and criticism
throughout the world. The world peoples understand very
well how the brutal Anglo-American aggression is
violating all humanitarian values and concepts, which
have been achived throughout the long struggle of the
humanity as a whole.
The Central Committee of the Syrian Communist Party
forwards high thanks and gratitude to all humanitarian
and progressive parties and organisations all over the
world for their unlimited solidarity with the Iraqi
people.
The Committee call all patriotic forces in the Arab
world to organise a mass campaign to boycott all types
of American as well as British goods and interests. This
campaign should ask for an immediate stop of the
criminal war and immediate withdrawal of the invaders
out of Iraq. It should as well enhance struggle against
the American imperialist/Zionist plans against the
rights, interests, independence and sovereignty of the
Arab peoples, especially after some of the puppet Arab
leaders have renounced these rights and sovereignty by
opening their borders before the troops of the
Anglo-American colonial alliance.
The Central Committee highly appreciated the resistance
and steadfast attitude of the Iraqi people in defending
their homeland and sovereignty.
While considering the situations in the occupied
Palestinian territories, the committee expressed its
high regards to the heroic struggle of the Palestinian
Intifada against the Zionist / nazi war machine, and
assured that the American labyrinth plans are only false
promises, while in reality, the American administration
is trying to benefit from the criminal war on Iraq to
draw a veil over its crimes and equivocal plans, and
impose its puppets in an attempt to liquidate the
legitimate rights of the Palestinian people and the
heroic Intifada.
The Committee went through the fights and protests
organised by different masses around the world against
the imperialist / Zionist war, and considered these
activities as a good sign of a new wakeup of the
international revolutionary movement and a beginning of
the imperialist collapse, which form an evidence that
the long gloomy American colonialism is about to vanish
giving way to a new dawn.
The Committee highlighted its support to the patriotic
Syrian attitude, bravely expressed by president Bashar
Al-Assad in terms of supporting the Iraqi people and
denouncing the imperialist / Zionist war while
confronting all aggressive and inciting plans.
The Committee stressed the fact that the Syrian
communists have always been in the front defending their
homeland, and their slogan was and still is: “Syria will
never kneel”.
The American imperialist and Zionist threats will not
stop the Arabic Syria from sticking to its patriotic
values .. the values of sovereignty, invulnerability and
self-esteem. Syria is intent on going ahead its own way
.. the way of resisting and confronting the imperialist
/ Zionist aggressiveness. It will continue supporting
the brotherly Iraqi people and brave Palestinian
Intifada, which reflect the heroic patriotic traditions
and embody the ambition of all Arab liberals.
Memorising the Independence Day should be an occasion to
show the Syrian people’s complete support to the Syrian
patriotic attitude, and stress their intention to drive
all types of occupation out of the Arab land.
Analysing the internal situations in Syria, the Central
Committee stated that our people have expressed a
wonderful unity facing all risks and threats. The
cooperation among all Syrian patriotic and progressive
parties wears an exceptional importance in this regard
because it is the solid core of the national unity.

public sector (State sector), explaining that a strong
economy, away from the imperialist cartels’ influence
will be a stable base for the national policies. The
reform measures should, in the first place, be directed
towards satisfying the interests of rural as well as
urban workers, peasants and lower-income employees, the
real manufacturers of the country’s wealth. The
Committee assured that the more we meet the interests of
these strata, the stronger and more immune our country
becomes.
The Central Committee discussed and ratified a report
about the proceedings and outputs of the ninth round
elections for the People’s Council in Syria, as well as
the role assumed by the Party organisations in these
elections.
It also discussed a report about the activities of the
Party’s leading bodies and qualitative central bureaus,
and the possibility to promote and activate some of
them.
The Committee discussed the preliminary efforts in
preparation for the Local Authority elections, and made
the necessary decisions in this regard.
Finally, the Central Committee of the Syrian Communist
Party ended its regular meeting after going through all
other items of its agenda.
